Studies On Low-altitude Airspace Opening Management Of China Civil Aviation

As growing demand for the low-altitude airspace, low-altitude airspace opening will be the trend of the future development of our country. But, in our country, there are a lot of restrictions for the use of low altitude airspace, long approval cycle, complex procedure, low efficiency, seriously restricting the development of our country civil aviation. In contrast, foreign low altitude open early, management is relatively advanced, there are many places worthy of learning. The purpose of this paper is to study the open management of low altitude airspace. By comparing with aviation the low-altitude airspace management of developed countries to find out the problems and restrictions the open management of low altitude airspace, and put forward the corresponding policy recommendations.This paper firstly carries on the theoretical analysis to open low altitude airspace management, including concept, main content, guiding ideology and basic request, development prospect, lay the foundation for the later writing, then indicate the shortcomings and current situation of Chinese low altitude airspace management, such as security facilities are not perfect, ATC laws and regulations are not perfect and other issues. And analyzes the main restricting factors, including:the current low-altitude airspace laws and regulations system is not sound, backward infrastructure can not effectively monitor, approval process and coordination is difficult. Low-altitude airspace management mechanism is outdated, Control group is limited, safety awareness, legal publicity education matching with the low-altitude airspace opening is inadequate. At last, base on the experience of foreign developed countries and the situation of China, low altitude airspace regulations and standards system are constructed, efficient convenient and safe operation and management mechanism are established, then, by strengthening the low altitude airspace management facilities construction and improving general aviation service security system to improve China’s opening up low altitude airspace management countermeasures.Three methods were studied in this paper, the literature research, logical analysis, and empirical analysis. The paper summarizes the existing civil aviation development through literature research. Through theoretical analysis and empirical analysis to the domestic and foreign development model of low altitude to find out the shortcomings of the domestic low altitude airspace opening and management, ideas and countermeasures are given for low altitude airspace opening of Chinese civil aviation.
