Nowadays,enterprises face a rapidly changing environment which includes technological changing and knowledge updating.In order to obtain and maintain competitive advantage in this rapidly changing world,human resources have gradually become the key resources of the company for its "learning" and "plasticity".However,the human resources management often appears many problems,such as people and post doesn't match,training gets half the results with twice the effort,employees lack enthusiasm and so on.These problems will lead to the human resources be ineffective,enterprise performance be hard to improve,the employee well-being be low.In the case of SGC Shandong,the construction of its "three sets of five major" systems has been preliminarily completed,but the job qualifications which matching the new system haven't been established yet,which seriously affect human resource management.Therefore,in order to optimize the process of "attract,detain,train and drive",achieve lean human resource management,provide talents support for the development of the company,it is imperative that we should take certain measures to solve problems which appear in human resource management.This study adopted literature research method,questionnaire method,observation method and interview method to analyze the management current situation of SGC Shandong.We found that its human resource management has the following problems:(1)"One person more post" or "a post more person",(2)systems and standards aren't clear,(3)the majority of human resources management become a mere formality,(4)employee effectiveness is low,(5)employee recognition is low.Through analysis we thought that there are 3 main reasons for these problems:(1)the job categories,levels is not clear,(2)the position of human resources management is not accurate,(3)job qualifications is fuzzy.According to the results of analysis,with the study of related concepts and theories including position race,job analysis theory,competency model and job qualifications,we thought that the construction of job qualifications system can improve the level of SGC Shandong'human resources management.In addition,in order to ensure the overall benefit,we will first pilot,and then gradually introduce it to the province,that is,we only establish the job qualifications system of professional skills jobs which belong to SGC Shandong at the beginning.Firstly,we gave the principles,organizations and distribution during the construction of job qualifications system.Secondly,according to the job nature and quality requirements,the job categories,levels are classified by the order of "large categories-middle categories-small categories-typical positions".Thirdly,on the basis of investigation about working situation,combined with the opinions of the managers,experts,and employees,the study established the job qualifications system of professional skills jobs which belong to SGC Shandong in the following steps:identified the items of job qualifications,gave the level and explained the level of these job qualifications,established the system of certification.Finally,the job qualifications including four aspects:basic conditions,necessary knowledge,necessary abilities and necessary qualities.The basic conditions include seven factors,such as education,tenure and so on.The necessary knowledge includes four aspects:industry,company,systems and position knowledge.The necessary abilities also include four kinds of abilities:basic abilities,organization and management abilities,employee management abilities and position abilities.The necessary qualities include three items,such as professional ethics and others.The innovation of this paper lies in:The first,on the basis of small categories to establish job qualifications,which ensure the universality and pertinence of these qualifications.The second,the job qualifications show the characteristic of SGC Shandong:(1)in the basic conditions,in addition to education which represents common criteria,it also includes annual performance rating which is characteristic for SGC Shandong.(2)divided the necessary knowledge into four aspects,and the knowledge about system is composed by team construction and five-in-one.(3)The necessary qualities emphasize the importance of development and services,accordingly,professional ideal and service consciousness are added.For SGC Shandong,the study has practical significance for the optimization of its human resources management.The job qualifications will provide critical support for human resource planning,recruitment and selection,training and development,compensation management,performance management,employee career development,employee information management and other human resource work.
