Human resources service industry is one of the emerging producer services. This industry develops rapidly in the world because of its highly knowledge-intensive, wide range of radiation, green and sustainable development and other characteristics, and has become an important branch of modern services. Our country is not only a country with huge human resources, but also a country that needs a large mount of human resources service. With the vigorous development of human resources service industry in our country, the human resources service industry park is born whose main functions are to promote human resources service industry gathering, display and incubate.As China’s unique cluster model that develops human resources service industry, Suzhou human resources service industrial park that’s running well, is the representative of the national human resources service industrial parks. Strong development impetus of social economy, abundant human resources reserves and relatively mature human resources service industry provide the unique development conditions for Suzhou to develop human resources service industrial park, so that the park has accumulated considerable experience in operations management, innovation and development. But with further development, the industrial parks are also faced with inadequate system design, management systems, industrial policies, service functions and other aspects, all which restrict the further development of industrial parks, and this problem is also universal in the domestic similar industrial parks.Through empirical surveys on the stakeholders of industrial park and analysis of the status of industrial park, it teases out that the improper system and mechanism, low combination with local industries, industry concentration being in primary stage, uneven quality of enterprises in the park, incomplete service functions in the park, unsound profit model and diverse input mechanism and other factors restrict the development of industrial parks. In response, this paper puts forward the positioning and path of innovation and development for industrial parks, that is on the basis of building a unified and standardized human resources service system, giving full play to the market mechanism and competition mechanism, enhance the overall vitality of industrial park through the way of government-led, market-oriented operation and social participation. Meantime, this paper specifies safeguards and countermeasures to implement innovative development.
