Study’ Of Migrant-workers’ Citizenantion Cost Estimation And Sharing Mechanism Construction In Shandong Province

Migrant workers’ citizenation is one of the hot issues in today’s society. The urbanization of migrant workers is not only an important part of the new urbanization development strategy, but also the key to the construction of a new socialist countryside. We can’t only solve this problem by changing the household registration,but also need to solve the problem of cost constraints after the city through institutional innovation. The cities in Shandong Province have different endowments and industrial structures, based on thsese diffrences Shandong Province objectively formed a "development pattern of two zone around the area, the performance also has strong representation in the development of migrant workers and citizens. According to the monitoring survey of migrant workers in Shandong,until the year of 2014, Shandong has been incorporated into the urban resident population of about 17 million migrant workers, migrant workers accounted for more than 70% of the total. Therefore, a reasonable measure of Shandong migrant workers,build effective cost sharing mechanism, can not only help to solve the Shandong migrant workers citizenization, but also provide a useful reference for other areas’ study in China.We firstly give a connotation of citizenization of migrant workers, also include the theory of cost- profit, urbanization development. based in Shandong Province of peasant workers’ citizenation scale, we selected Jinan, Qingdao, Linyi, Binzhou four representative cities. By using the method of mathematical demonstration, the yearbook data processing, from two angles of the individual cost and public cost of Shandong migrant workers and members of the public were measured. The results showed that: public costs accounted for the main cost of migrant workers’ citizenation, and there are obvious regional differences. At the same time, in order to promoting the urbanization of migrant workers,we should adhere to the principle of giving priority to efficiency, fair and reasonable, adjust measures to local conditions and the overall design, Through the coordination of personal and social forces to speed up the urbanization of migrant workers.
