Propose security recommendations of migrant workers citizenization cost-sharing mechanisms in Xi’an.Studies suggest that:(1) Institutional, socio-cultural and economic factors impede development of migrant workers citizenization in Xi’an, the cost factor of economic factors is the most important obstruction to the public for their transformation in Xi’an from the actual survey of migrant workers.(2) The migrant workers citizenization cost in Xi’an is constituted by public costs and private costs. The public cost specifically includes infrastructure, social security and children’s education, and the private cost includes livelihood, housing and opportunity cost. Analyze the situation of migrant workers cost structure, use scholars consensus classification, public costs and private costs. And according to field research in Xi’an, from a practical point of view of migrant workers actual living, select the specific cost content, in particular: the six content infrastructure-livelihood, housing, infrastructure, social security children’s education and opportunity cost.(3) The cost calculation result of migrant workers citizenization in Xi’an is 174,000 Yuan. Respectively calculate public costs and private costs and add them up, get the current in Xi’an every migrant worker citizenization costs amount to approximately 174,000 Yuan.Among them, the housing cost, urban infrastructure cost and social security cost are first three proportion of the total cost. Private cost is greater than the public, and the citizenization costs are present in short and long term.(4) Based on the idea of "construction principle- overall framework- specific sharing programs", establish migrant workers citizenization cost-sharing mechanism in Xi’an. Construction principle: the scope of the powers and responsibilities of the main cost factors, the enthusiasm of local economic development and the development of their enterprises. Overall framework: government, enterprise, migrant workers and social welfare organizations are all participated. Specific sharing programs: central government bear the cost of social security and their children’s education costs in the public cost, local government(Xi’an) bear the cost of infrastructure, social security costs in the public cost, and help bear the cost of housing costs in the private cost;enterprise bear the costs of social security costs in the public cost, and the living cost in the private cost; migrant workers themselves bear the private cost; social welfare organizations, as the supplement, bear the overall cost sharing.(5) From the financial level, propose the implementation of recommendations of migrant workers citizenization cost-sharing mechanism in Xi’an. For the core of mechanism(specific sharing programs),give certain recommendations,including financial and government bonds, corporate financial expenditure of migrant workers, migrant workers income, as well as social organizations’ welfare.
