Research On The Public Cost Sharing Mechanism For The Citizeniation Of Rural Migrant Population

Orderly guidance and organization of the citizenization of agricultural migration population is the core task and internal requirement of overall implementation of China's new type urbanization.In the process of the implementation of urbanization,agricultural migration population needs to complete two changes of employment structure and household registration,and should obtain the same public service as urban residents.But the cost problem is currently the main obstacle of the citizenization of agricultural migration population.Based on the types of the costs,the cost problem include both public cost which is led by the government,shared by the society and participated by the enterprises,and personal cost which is born by the agricultural migration population itself.Under the trend of the diversification of the main body cost sharing mechanism becoming a universal recognition,there is extensive practical guiding significance to conduct quantitative and qualitative study separately on the public cost of the citizenization of agricultural migration population,to do thoroughly analysis on the main elements of public cost sharing,and to offer the principles,countermeasures and suggestions of structuring the public cost sharing mechanism.Based on the study of the connotation and its related measurements of the cost of citizenization of agricultural migration population,and based on the status quo and predicament of the citizenization in Jingzhou City,Hubei Province,this paper draws up the countermeasures and suggestions on establishing diversified public cost sharing mechanism led by government.The divided into five chapters.Chapter 1 Introduction.Chapter 2 Analysis on the status quo of the public cost of citizenization of agricultural migration population,and the value of establishing cost sharing mechanism.Chapter 3 Main elements of public cost sharing of citizenization of agricultural migration population.Chapter 4 Main principles of structuring public cost sharing mechanism of citizenization of agricultural migration population.Chapter 5 Countermeasures and suggestions on establishing diversified public cost sharing mechanism led by government.Chapter 1 Introduction.It includes the purpose and significance of the study,literature review and research trends,research ideas and method content.It brings up the idea of using the thought of development and the attitude of seeking truth from facts to view the costs of citizenization,and not letting the cost problem hinder the process of citizenization.It also explains the reasons of selecting Jingzhou City,Hubei Province as the sample.Chapter 2 Analysis on the status quo of the public cost,and the value of establishing cost sharing mechanism.Based on the data of economic and social development of JingzhouCity,this paper analyzes the cost structure,makes a general calculation and total forecast of the per capita public cost,and clarifies the main problems existing in the current situation and the research value of establishing the sharing mechanism.Chapter 3 Main elements of public cost sharing.This paper starts from the four perspectives of content elements,subjective elements,object elements and environmental elements,and analyzes the classification of public costs in depth,and lays the foundation for the structuring of public cost sharing mechanism.Chapter 4 Main principles of structuring public cost sharing mechanism.This paper brings up the structuring principles of four aspects: "maintaining fairness,focusing on effectiveness","differentiated treatment,classificated implementation","overall planning,step by step","revitalizing stock,market operation".Chapter 5 Countermeasures and suggestions on establishing public cost sharing mechanism.First,starting from the government taking main responsibility,to set up special funds and to establish social aid mechanism.Second,starting from market sharing,to innovate the methods of public finance investment and sharing.Third,starting from the implementation of enterprise social responsibility,to highlight the employment services,incentives and supports,and evaluation and supervision.Fourth,based on protecting its own rights and interests of the agricultural migration population,to emphasize and strengthen the property rights,land transfer rights and the collective economic income distribution rights.
