Cost Of Migrant Workers Citizenization And Sharing Subject Of It

Migrant workers are special group who has made great contribution to China's industrialization and modernization. However, because of the difference of urban and rural economic system, they can not fully share the dividend of industrialization and modernization, the problems of working environment, housing, protection rights etc. are still serious, citizenization of migrant workers become the only way for them to get rid of the real dilemma. Ho wever, the cost of citizenization is the biggest obstacle. This paper makes an empirical analysis on the cost of migrant workers' citizenship. On this basis, try to share the cost of citizenization from multiple subjects. Follows are the conclusions.First of all, this paper introduces the concept of migrant workers' citizenship, and reviews the do mestic and foreign literature, giving the summary of the previous studies, and will be used as the theoretical basis of this study.Secondly, the empirical reveals the plight of migrant workers in the process of economic growth. Taking Anhui province as an example, the migrant workers' share and contribution of economic growth is not matched. In addition, there are problems of employment security, housing security and social security and other difficulties of migrant workers. Therefore citizenization become the only way to eliminate this unfair situation and improve the working and living conditions of migrant workers.Thirdly, from the individual cost and public cost perspective to build a total cost model of citizenization, the cost in Anhui province is about 82 thousand and 6 hundred each person, and the benefits are more than the cost of public migrant workers' citizenization.Finally, on the basic of cost estimation, proposed the government, enterprises and migrant workers as the sharing subjects o f citizenization cost, and for Anhui Province, the ratio of sharing the cost of the government, enterprises and migrant workers individual is 6.7:1:3.7.
