Schultz Theodore once said:"the enterprise’s human resource is a measure of the overall competitiveness of an enterprise. In today’s highly developed technology,talent companies do not like a bay of stagnant water. Only with key talents, enterprises have an inexhaustible motive force for development. Who has the most abundant, the most extensive human resources, who will be in the increasingly fierce competition in the possession of a relatively high point of advantage. Human resource is the first resource of social and economic development, which has become a broad consensus of the society. Attracting talent, nurturing talent, using talent, retaining talent has become the main content of human resource management in modern enterprises.More than 30 years of the reform and opening to the outside world, Dongguan, with the "three to fill a" started, become our country manufacturing industry in the territory on the emerging international manufacturing industry famous city. However, the industrial system and mode of development of labor-intensive manufacturing industry has reached the limits of growth ", fundamental changes are taking place in the background and the development mode of Dongguan industrial enterprises overall survival. In 2006, Dongguan proposed "double transition strategy is to resources from the past dominated economy to innovation driven economy. The overall direction of the social transformation is to accelerate the urban primary socialization to senior urbanized society.But nearly ten years later, the main problems of Dongguan industrial enterprises are still outstanding, such as the low level of industrial technology, market competitiveness is not strong, the development of high-tech industry lags behind, the enterprise research and development ability is not high. The solution of these problems can not be separated from the cooperation of human resources. Human resources as the "living resources" of the enterprise development, to a great extent, affect the development of Dongguan industrial enterprises.In this paper, through questionnaire survey and field visits, on the present situation of the human resource management of industrial enterprises in Dongguan is a comprehensive look at the diagnosis of human resource management in industrial enterprises in Dongguan existing problems, to explore the effective methods andCountermeasures in improving the Dongguan industrial enterprise human resources management present situation. Study found that there are a shortage of human resources industrial enterprises in Dongguan, hire difficult problem is very prominent; low quality of human resources, structural contradictions highlight; staff turnover phenomenon is serious, human resource gaps larger; the lack of high skilled personnel, product research and development innovation difficult. Therefore, we should from the three aspects of enterprise, government, rural migrant workers, a full range to solve problem of insufficient supply of human capital; improve the education and training system, from the three levels of government, businesses, schools, improve the quality of human resources; people-oriented, enhance employee ownership, a sense of accomplishment and happiness; improve mechanism for the introduction of high skill talent, explore diversified high skilled talents culture and evaluation mechanism. In order to put forward some feasible suggestions for the Dongguan municipal government, Dongguan industrial enterprises, migrant workers and related colleges and universities.
