China is a traditional agricultural country, more people and less land is the basic national conditions, which requires more arable land to feed the people, so for a long time, the majority of people deforest,reclamation of steep slope land and desertification farming blindly, in the long process of development, people reclaimed farmland to grow crops, in solving the problem of people for dressing warmly and eating fully at the same time, it has caused great damage to the ecological environment and a serious threat to the country’s ecological security, the national sustainable development. The environmental problem has become a disease in our very vitals survival and development of the Chinese. Returning farmland to forest, reducing soil erosion and sand damage, has become an inevitable historical choice for the Chinese.Shifang City of Sichuan Province as the project implementation to carry out the first and key areas, more than 10 years of engineering construction made some achievements, but it also exposed some problems, Issues concerning agriculture, countryside and farmers is to our country to achieve scientific development, under the background of building a harmonious society is one of the key issues, in the new round of returning farmland to forest is in full swing, the whole society pays close attention to the problems facing agriculture generally, rural areas and farmers, this paper to the satisfaction of the farmers for breakthrough point, trying to systematically research project also forest project implementation and effect from the angle of the farmer, has important theoretical research value and practical reference value, in order to suit the remedy to the case, targeted to correct and perfect. The main body of the implementation of the end of the vast land,farmers as the most direct benefit individual of the project, are the basic force of the entire project implementation, understanding analysis and improve the farmers’satisfaction of returning farmland to forest project, the full realization of the economic interest, inspire enthusiasm for the conversion of farmland to farmers, is the key factor that decides the returning farmland to forest project implementation success or fail. At the same time, this study is conducive for the consolidation of the results of returning farmland to forests, to ensure the continuous implementation of the project, to provide a reliable basis for the follow-up policy and it also can provide experience and reference for the implementation of a new round of grain for green project.Since the reforming and opening up, China’s economic develops rapidly, the urbanization is accelerating, but this time the development is high consumption and high pollution development, one-sided pursuiting of economic growth is at the expense of the environment as the price, which making China’s ecological environment worse. At this time,to protect and build a good ecological environment, to achieve sustainable development has become an urgent problem. Conversion of farmland to forests is a major decision which is the Party Central Committee and the State Council from the strategic height of the Chinese nation’s survival and development, focusing on sustainable economic and social development as a whole, is the construction of ecological civilization and the beauty of China’s strategic initiatives, is to promote the farmer takes off deficient to become rich and fully completed the objective requirement of the Xiao Kang society, in order to promote forestry ecological forestry livelihood development, increase China’s forest resources, to deal with the global climate change which is of great significance.
