In 21 st Century, the global information technology is highly developed, in the same kind of enterprise, the competitive resources are becoming more and more common, the core of competition among enterprises is the competition of talents, therefore, the enterprise needs to have a set of perfect human resources performance appraisal system, to deal with the factors of the staff. A well-designed performance evaluation system can keep strictly the rules for reward and punishment, Improve the work enthusiasm and the work quality of the staff, improve the whole organization’s vigor and efficiency.In this paper, Qin Kun company as the research object, firstly, describes the research background, research significance, the review of domestic and foreign research status, puts forward the research content;Secondly based on performance and performance evaluation of the relevant theory and Maslow’s theory of motivation, combined with the status quo of Qin Kun’s performance evaluation, the main problems are the performance evaluation system is simple, the performance evaluation criteria, the incentive is not obvious, etc.,and the reasons for these problems are mainly the company’s leadership does not pay attention to management, focusing on financial indicators, the lack of human resources management personnel, etc..Then design a suitable performance evaluation system for the company,mainly include “Using 360 degree performance appraisal method, the evaluation object,the evaluation main body, for each class of different positions, from the work performance,work ability, work attitude three aspects set performance evaluation index, each level index set five indicators; the use of AHP method to calculate and determine the weight of assessment index; for each assessment index, set the evaluation criteria; annual assessment increase critical incident method",etc..Finally, from the three aspects of organization,system and informationization, put forward the implementation of the performance evaluation system of security measures.
