Research On The Optimization And Upgrading Of Shanxi 's Resource - Based Industry Transformation Under The New Normal

As China’s economy has entered a new normal economic development of traditional resource-based industries have changed, enter the power shift, a new stage of restructuring and development. Shanxi Province is a typical resource-based regions, therefore, we need to take the initiative to adapt to the new normal, accelerate resource-optimization and upgrading of industrial transformation, promote sustainable development in Shanxi Province. However, because of Shanxi industrial structure and over a single, production overcapacity, underdeveloped infrastructure, low safety factor of production, lack of motivation in transition, environmental issues and other prominent factors in the transformation process of upgrading facing greater difficulties. This paper analyzes the transformation of resource-based industries in Shanxi optimization upgrading the status quo, existing problems and propose appropriate countermeasures, provide experience of great significance for our other resource-based economic area in the new normal background.This paper includes six chapters: The first chapter introduces the research background and significance, research status and the country, inside and outside of this article by the use of research methods, structural arrangements and technical route brief. The second chapter describes the theoretical basis of the relevant, including resource-based economic theory, the theory of industrial structure and industrial restructuring, optimization, upgrade definition, this paper provides a theoretical basis for the subsequent content. The third chapter analyzes the general situation of industry resources in Shanxi Province, and then progress through the analysis of the new situation in the new industry of Shanxi Province achieved with normal face, identify problems Shanxi resource-based industries in the transition process optimization and upgrading found so basis for policy recommendations identified later. Chapter IV using entropy method Building Performance Evaluation System Model. Through the collection and analysis of large amounts of data in the three economic systems, social systems, environmental systems built in Shanxi transition optimization and upgrading the performance evaluation system reform pilot area, according to the results of the final results of Shanxi nearly eight years of combined effect were evaluated. The fifth chapter analyzes the development course of the domestic and foreign typical resource-use areas and policies, and provide experience and enlightenment for Shanxi resource-optimization and upgrading of industrial transformation and the development of Shanxi to provide some reasonable suggestions.
