Since the late 1990 s, with the support of national strategies such as the development in the west of the country,the partner assistance model in Xinjiang with 19 provinces and the core area construction of the Silk Road economic belt etc.,Xinjiang gives full play to its advantage of backwardness and has made remarkable achievements in the politics, the economic, the cultural, the social,the livelihood and other fields based on the actual situation.As the capital of Xinjiang,Urumqi has witnessed the the rapid development of Xinjiang’s economy.The employment structure has been changed with the pattern change of economic development gradually from extensive to intensive growth and industry structure upgrade and optimization.With the rapid development of steel, coal and oil and other capital and technology-intensive industries as well as manufacturing, services and other labor-intensive industries, the growing demand for the ordinary laborers especially skilled workers cannot be met.There are a large number of unemployed migrant workers and college students in the labor market.The structure of labor supply and demand can match.resulting in the double dilemma in the labor market.With the economic new normal and aged tendency of population,how to solve the supply and demand double dilemma in the labor market in Urumqi,to promote the employment is important to achieve sustainable economic development,social stability and ethnic solidarity,and it is also the responsibility of the government.This paper studies the current situation and reasons of the labor market supply and demand double dilemma in Urumqi,then we find the reason are the lack of knowledge and skills,age and sex differences,thinking backward,population,industrial structure adjustment,the change in the pattern of economic growth,the influence of the government and employers,technology advances. Then use econometric models to predict the supplyand demand of labor in Urumqi City labor market for the next few years.Then count the labor gap.Finally, make suggestions to relieve the labor market supply and demand double dilemma in Urumqi:establish the multi-purpose, multi-level, multi-channel training system to strengthen job training, and to improve the quality of labor; reform Higher Education teaching model, optimize professional setting to improve the quality of highly educated people;change the employment concepts; develop the tertiary industry and adjust the industrial structure to improve the level of employment; improve the soft conditions and develop the SMEs to increase employment opportunities; perfect the functions of the government.
