In this paper, I will take Gao’an city as anexample. After review some researchs and dissertation of experts and scholars form China and abroad, I wrote this paper form the practical situation of Gao’an, take administrative village as a unit, to construct the consolidation potential evalutaion index system of cultivated land of Gao’an. The index system include 5 factors, 14 evalution factors. Using the AHP and Entropy Method to calculate the potential value. Then use cluster analysis to grade the value. Last, using the date to determine the priority areas and the temporal arrangement work.Through the analysis, this paper divide Gao’an into three regions. Firstly, the area along the 320 National Road-Jinjiang-the jinhui canal. After readjustment, this area will add 1582.40 hectares cultivated land, listed as the priority order of regional planning. This area include 9 towns, such as Dacheng, Xiangfu, Lanfang, Shanghu, Ruizhou, Shinao, Longtan, Yangxu, Huangsha and Huibu. Secondly, the hilly area along Xiang Cheng-Xiao river. This area is expected to add 644.98 hectares cultivated land, listed as interim farmland consolidation. This area include 8 towns, such as Yunyang, Xinjie, Ducheng, Ba jing, Taiyang, Jianshan, Tiannan and Xiangcheng. Lastly, the mountainal area along the He Ling-Hua lin shan. This area is expected to add 140.35 hectares cultivated land, arranged as long-term arable land consolidation work. This area include 5 towns, such as Hualin, Wuqiao, Wangjia xu, Cunqian, Heling.
