Research On The Operation Of The System By Human Centralization In The Construction Of New Urbanization

Urbanization is of great significance to China’s modernized construction; it matters to the future of the huge rural population and the Chinese dream. Undoubtedly, China has made great progress in the traditional urbanization progress. However, as the reform goes deeper, all the downsides come up which worth our attention. According to the China City Development Report, by the end of 2012, China’s urbanization rate had reached 53.7%; but the urban population accounts for less than 35% of the total population. We should begin the new urbanization construction as soon as possible. The core difference between new and old urbanization is whether people oriented thoughts count or not. Modern urbanization constriction, which advocates resource saving and ecology-friendly, emphases better living environments. The key to secure new urbanization constructs in tune with people-centered thoughts is that we must adhere to the people oriented philosophy during the entire process to make sure it fulfill the needs of the rural population.Therefore, based on existing research results, this paper analyzed the philosophical and theoretical basis of human-centered system in the new urbanization construction from the perspective of people-oriented thoughts mentioned in Marx’s Humanism and the Scientific Concept of Development. Taking the present status of the system in new urbanization construction into consideration, the author found that the main existing problems are unscientific system-creation, inefficient execution and deficient supervision. Therefore, the author put forward some corresponding measures to cope with these problems, which are to further strengthen theory and system innovation on humanism, to bring the government’s leading role and the regulating function of the system into full play, and to build a perfect supervision system.
