Research On New Countryside Construction Pattern Of Beijing

With the acceleration of urbanization, the reality of China’s urban-rural dual structure has increasingly highlighted the problems concerning agriculture, rural and farmers. For that reason, the Party’s Central Committee continued to pay close attention to the rural development problem and made the important strategic decision of constructing the new socialist countryside. It is an arduous and urgent task for Beijing, the Capital of China to play her own advantages to walk in the forefront of the country in the practice of constructing the new countryside and explore some new countryside construction pattern which has universal generalization and adaptability.The new countryside construction was considered as a kind of constantly enriched and developed historical practice in this paper. The author strengthened the research of the empirical facts, refined the regular understandings combined with the analysis of the new countryside construction pattern, so as to provide helpful guidance for the choice of the appropriate pattern based on the regional natural, historical, cultural differences and differences in economic and social conditions.Through literature analysis, field investigation, comparative analysis and case analysis, the research on the new countryside construction pattern was carried on from the two aspects of theory and practice. On the one hand, the author defined the conception of the new countryside construction pattern, analysed the rural construction mode at home and abroad, and then laid the theoretical basis of the full research. On the other hand, the author summarized the overall conditions, the characteristics and the problems of the new countryside construction of Beijing, then deeply analyzed the main idea and the concrete process of its implementing in the case of Qiwangfen Village, Haidian District. By summarizing the innovation strategies and practices, the paper explore some rules with great reference value about how to implement the new countryside construction and how to develop the rural areas for Beijing,or even for the whole country.In the author’s opinion, the new countryside construction pattern which can promote the sustainable healthy development of the rural areas must include four elements below at least: the first is legal guarantee mechanism, the second, guidance and incentive mechanism; the third, continued income mechanism and the fourth is the mechanism of construction and management. All those are both feasible countermeasures for the choice of the new countryside construction, and also the expansion of the pattern research of the new countryside construction.
