Research On The Protection Of Cultivated Land In Jilin Province Based On The Background Of New Urbanization

Compared to urbanization, the new urbanization advocates a theory and content of sustainable development and it is an advanced development of urbanization. However, in the process of urbanization, a lot of issues are taking plaze, such as the continuous extension of town’s scale and spatial structure, the continuing degradation of ecological environment, the reduction of mineral resources inventory, the development restricted by lack of strong driving force, shortage of agricultural land resource, and so on. In order to resolve these problems, the relationship between regional economic development and farmland protection must be coordinated.Arable land protection relates to the survival of the nation. Many countries in the world attach great importance to cultivated land protection,Rapid development of urbanization, and expansion of construction land led to the serious situation of farmland protection. Although China have taken very strict limits on the quantity of farmland resources, its quality presents a phenomenon of great difference.Under this background, this paper starts from the background of the new urbanization. Through researches on the experience of arable land protection and the process of urbanization both at home and abroad, this paper will learn their advanced concepts and methods and then will analyze both the present status of the arable land resources and the process of urbanization in Jilin province. The analysis will be used to find out the existing problems of new urbanization and its influence on arable land protection. The summary of the current situation faced by arable land protection, suggestions and methods of protecting arable land and related strategies will be detailed in the paper. Specifically, the paper will first analyze the ten-year development of urbanization and the situation of arable land resources in Jilin province from 2004 to 2013 by the use of quantitative and qualitative methods. At the same time, entropy value method is used to value the construction of new urbanization and the conclusion is that the level of urbanization in Jilin province is not high. By analysis, the paper discusses the existing problems of new urbanization, and then it analyzes the relationship between the level of urbanization and agricultural acreage and its influence on arable land protection. Contraposing to the negative effects of new urbanization on arable land protection, the paper puts forward new countermeasures for promoting the coordinated development of new urbanization and arable land protection, from the perspectives of the compactness of new utilization and the use and expansion of urban construction land. The paper suggests Jilin province to improve its mechanism of urban and rural construction, innovate the system of arable land protection, strengthen the control of designing and planning, and improve the quality of new urbanization and arable land quality, which eventually makes the land use and ecological protection in Jilin province to reach its optimum state.
