| The formation and development of the fundamental ideology of supply chain management drives more and more enterprises deliver their non-core business to their business partners through the form of outsourcing dispersed. It has very important significance to strengthen the coordination and supervision of outsourcing for enterprises. In recent years, the logistics outsourcing appears in more and more enterprises. Logistics outsourcing is conducive to develop enterprises’ core business. Logistics enterprises can make full use of specialized facilities and operations, to provide customers with better service, but improvement of the logistics enterprise service quality supervision measures whether or not will be directly related to customer service quality experience and business operation cost of the consignor enterprise. BD company is viewed as an example of this paper. This paper researches the service quality key influencing factors of third party logistics provider which service BD company. According to these key factors and reasons, this paper formulated including the promotion of the TPL service quality optimization scheme and some suggestions which can support the program implementation. This paper also tracks the effect after these supervision measures.By reading the literature at home and abroad, it is found that the scholars in this direction of research are mostly concentrated on the evaluation of third party logistics service quality, few authors aim at a specific enterprise or a specific industry and do the research about third party logistics service quality regulation and optimization. This paper has general applicability, suitable for solving problem of these enterprises which outsource their logistics to a third party logistics provider and also helping to solve problem of third party logistics service quality optimization. Therefore, this research has certain theoretical and practical significance.Firstly, this paper constructs the evaluation index system of the third party logistics service quality to provide the basis for regulation and optimization. This paper gets the initial indicators On the basis of previous studies on the evaluation of logistics service quality and interviews of senior logistics management personnel in the BD medical device company. This paper uses the descriptive statistics which obtains from the questionnaire survey to screen initial indexes and finally establish the third party logistics service provider evaluation index items. Then it use entropy method to get the weights of each index entry.Then, the fuzzy comprehensive evaluation method is used to evaluate and diagnose the logistics service quality of a certain third party logistics service provider of BD company. This paper puts A company which is the main third-party logistics service providers of BD company as an example. This paper gets A company’s current service quality influence factors of the effect from large to small through inverse diagnosis method based on fuzzy comprehensive evaluation result.Finally, according to the results of evaluation and diagnosis, this paper provides regulatory measures which can compel A company to optimize its service quality from the perspective of BD company. This paper analyzes the reasons of A company which result in key service quality influencing factors(Taking the top 9 factors which influence the service quality of A company as an example) and puts forward the proposal to promote the optimization of service quality of A company. Some concrete suggestions are raised to evaluate and track the effectiveness of the optimization scheme. Finally, this paper proposes to stimulate and promote all third-party logistics service providers of BD company to conduct their own diagnosis and optimization measures. |
