The construction of ecological civilization is in consideration of economic develo pment at the same time, we must also consider the between the ecological environme nt and natural resources carrying capacity, to respect the laws of nature, the realizatio n of human civilization and the nature harmonious and sustainable development as the goal. Xinjiang entered the big development, big development, the new stage of openi ng, especially "the Silk Road Economic Belt" proposed the Xinjiang as China’s strengt hening economy Core region, and it is a reminder of the ecological civilization to pro mote the great leap forward development in the construction of the importance of Xin jiang, closely around the building beautiful Xinjiang, to further strengthen the construct ion of ecological civilization, highlighting the Xinjiang economic society, the healthy, harmonious and sustainable development of man and nature.This paper in view of the Xinjiang provincial comprehensive measure, ecological civilization vision was chosen as the research target, from the energy saving and utiliz ation of resources, natural ecological environment protection, economic and social coor dinated development, green ecological, social security and so on many Angle analysis index of ecological civilization, to the design and calculation model of index of ecolo gical civilization, by TOPSIS method and entropy weight comprehensive analysis meth od for target assignment, calculated the index of ecological civilization as the evaluati on of the region’s ecological civilization, and then through the analysis of long time s eries, and the characteristics of spatial geography angle combined with the comprehensive analysis of the coupling coordination degree model, fully reflects the Xinjiang sinc e the eleventh five-year plan of ecological civilization development level; Using the di sorder degree model to find out the obstacle factors of the development of ecological civilization; And to strengthen the construction of ecological civilization in promoting l eapfrog development in Xinjiang to provide countermeasures and Suggestions as a scie ntific basis and theoretical reference, enlightenment and reference in order to produce t he effect.The main conclusions are as following:1.According to the measured data index weight variation coefficient method respec tively were the first five indexes of largest town sewage treatment, environmental prot ection expenditure proportion of the total financial, hazard-free treatment rate of house hold garbage, R&D funding a share of GDP, built up area green coverage rate per te n thousand people. The five weight index of relatively large main subsystems of belon gs to the ecological environment protection and economic efficiency, to explain the gr een living environment of urban residents and level of development of science and tec hnology were important influence factors affect the ecological civilization construction.2.By TOPSIS method to get the 2000-2013 Xinjiang ecological civilization resour ces subsystem, environment subsystem, economic subsystem, social subsystem of scorin g, the trend of the development of the four subsystems had obvious temporal characte ristics: ecological civilization of the whole system, the classification of four subsystem s overall remain the development trend of rising year by year, the change can be rou ghly divided into two stages, 2000-2008 index had climbed steadily for small amplitud e phase; 2009-2013 index rising for rapid growth stage. Ecological civilization of com posite index changed generally rise year by year since 2000, also can be divided into two stages: 2000-2006 belonged to the ecological civilization into a deep sleep stage,2007-2013 belonged to the ecological civilization awareness stage.3.Influence of Xinjiang in 2000-2013 the overall level of ecological civilization’s f ive biggest obstacles factor were urban sewage treatment, industrial output value, hazar d-free treatment rate of household garbage, every ten thousand people built up area gr een space area, from personnel of course of study population. Mainly belongs to the e cological environment protection, economic efficiency, basic resources endowment, cove ring power of economic development, urban ecological greening, labor resources, empl oyment problem for the Xinjiang overall ecological civilization development played a vital force.
