Research Of Land Transfer In Yuci Rural Area Of Shanxi Province

At present, China’s economic development has entered a new norm. With the steady advance of new industrialization, urbanization, information technology and agricultural modernization, agricultural modernization has gradually become a short board in the construction of the “four modernizations”. And the “Three Rural Issues” are universal problems that exist for a long time, so the development of agricultural economy is highly concerned by the Central Committee of CPC and all levels of government.In the 1980 s, the household contract responsibility system is the core of the reform of rural land system,which improved agricultural production relations and emancipated the productive forces. The reform also greatly promoted the development of rural economy and increasing farmers’ income. But with the rapid development of agricultural technology and productivity, the land fragmentation which is caused by farmers decentralized management cannot meet the requirement of large-scale, centralized and mechanized management of agricultural modernization. In addition, the transfer of rural labor and migrant workers increased make land fallow seriously. Therefore, to promote the reform of rural land system and land transfer rationally, improving the efficiency of the allocation and use of land play an important role in promoting agricultural modernization and solving the “three rural” problem.This paper obtain data mainly by farmers questionnaires and field surveys, select Yuci district town,Shitie and Dongzhao Town and other three towns as a survey sample of 270 farmers interviews and questionnaires. By finishing the questionnaire data, the integrated use of land property rights theory, theory of rent, land scale management theory, institutional change theory, theory of rational behavior of farmers theory, theory and practice, the combination of qualitative and quantitative analysis, empirical analysis and normative analysis a combination of methods, from a farmer perspective on the current situation of the farmers land transfer behavior, cause and transfer process to analyze the problems. Then use binary logistic regression model to analyze how the personality traits of the head of household, family characteristics, land resources endowment and the external environment affect farmer’s land transfer in and transfer out behavior.It found that farmers land transfer mode and themes diversified, but such issues occurred: farmers land contract is not standardized in land transfer process, the transfer of land property rights and related legal is unclear, village cadres related policy advocacy is not in place, the agency and information services are weak, land disputes and contradictions is difficult to solve. Results: For the land out the door, the householder’s cultural level and communist membership, off-farm income and the proportion of the total number of family labor force, the number of blocks of land, planting types and geographical environment has a significant positive effect on farmers’ lands transfer; the householder’s age, tax breaks and benefits agricultural subsidies turn out to have a significant negative impact on farmers’ lands transfer. For the land into the door, labor health conditions, contract land management area on farmers’ land transfer behavior has a significant positive effect; education level of the householder’s, the use of agricultural machinery, the life living improvement of surrounding villagers who has transferred land have a significant negative impact on farmers’ lands transfer. Finally, putting forward countermeasures and suggestions to promote rural land circulation Yuci District: improving labor transfer mechanism to increase farmers’ income, clear land rights,farmers adhere to the voluntary principle, the government to strengthen the transfer market management to ensure the orderly flow of legitimate, strengthen publicity to raise awareness of farmers on the land transfer,increase the circulation of agencies, improve the land transfer price evaluation system, increase agricultural infrastructure to promote land transfer.
