China’s 13 th plan of five-year national development planning again stressed to scientific and technological innovation driven economic development strategic objectives, science and technology innovation is the driving force to achieve rapid economic and social development and enhance the comprehensive national strength, sci-tech talents is the main body of science and technology activities,continue to improve technology to innovation performance is the key to win competitive advantage.However, the innovation process is fraught with uncertainty, and may even face a failure, this uncertainty and risk tolerance is an important measure of whether technology professionals with innovative potential.In addition, the basic elements of knowledge as an innovative, knowledge transfer is necessary innovative way to acquire new knowledge, and therefore, efficient knowledge transfer is the basis of improving innovation performance. Existing research shows that uncertainty avoidance is not conducive to enhancing scientific and technological talents’ innovation performance, knowledge transfer has a significant positive effect to improve employee’s innovation performance, it is a close link between the three.This research with sci-tech talents as the research object, firstly through literature review and theoretical deduction build the relationship model between uncertainty avoidance, knowledge transfer and innovation performance, then surveyed 415 personnel engaged in the work of scientific research or technology, 370 questionnaires were collected, and the relationship between uncertainty avoidance,knowledge transfer and innovation performance was analyzed by hierarchical regression analysis, at the same time examining the differences of uncertainty avoidance, knowledge transfer and innovation performance in demographic variables. The main conclusions are as follows:(1)The position and annual income of the scientific and technical personnel are significantly negatively correlated with their uncertainty avoidance; the age, education, length of service and annual income of scientific and technical personnel are significantly positively correlated with knowledge transfer; the age, education, length of service, position and annual income of the scientific and technical personnel are positively correlated with their innovation performance.(2)Uncertainty avoidance has a negative impact on performance of knowledge transfer and innovation performance, knowledge transfer has a positive influence on innovation performance.(3)Knowledge transfer plays a part intermediary role between uncertainty avoidance and innovation performance, the dimension of knowledge transfer also plays a part intermediary role between uncertainty avoidance and the dimension of innovation performance. Finally, combining the proposed organization context and enterprise culture to put forward effective management suggestions to improve innovation performance of staff: shaping the "innovative" cultural values to enhance the innovation performance of scientific and technological talents in an all-round way; objective to know the influence of the uncertainty avoidance, and reasonable guide for scientific and technological personnel to improve the level of knowledge transfer; improve the environment of knowledge transfer and establish incentive mechanism of the knowledge transfer performance, foreshadowing the foundation of innovation.This study extends the localization of research of uncertainty avoidance, for exploration in the perspective of uncertainty avoidance culture values of the scientific management mode is of great significance, the results of the study and management implications that provides reference and guidance significance for managers, through the management and intervention of knowledge transfer of scientific and technological personnel to improve innovation performance.
