Since the 1980 s, along with the trend of the world economic integration and globalization, with the help of the convenient transportation and developed information network, the cost of cross-border business operations has been reduced, which allows companies to break the shackles of domestic resources and markets in the world within the scope of the allocation of resources and distribution of productive forces. Along with the development of the trade environment, a number of international trade brokers, of the so-called Trading Third Party, use the gradual expansion of the business network to achieve optimal allocation of global resources in the field of trading, From the point of the transformation of the trade, a simple combination of merchandise and trade gradually transforms and upgrades to a new pattern of trade with the combination of goods and services, and the bilateral trade related to two countries also expands and generates a new-style trade between overseas countries, that is the Offshore Trade. Highly mature FTA implemented a high-degree trade facilitation system in order to provide high-quality conditions for the development of the local offshore trade in the world, which formed a lot of mature offshore trading center benchmarks, such as Hong Kong, Singapore. On the strength of the highly open business environment, convenient and efficient government regulation and other outstanding conditions,these places has made the Offshore Trade become the largest pattern of trade in the local area.Within the tide of today’s economic globalization and informatization, China has successively set up a series of free trade zones, which are faced with good opportunities for development, especially in Shanghai, equipped with the historical heritage, location advantages and economic strength of both internal and external conditions of Shanghai with the International Trade Center of the city. Modern ITC needs the combination of three positions, that is,functional position, technical position and institutional position. The function of the Offshore Trade is an important step to promote the process of becoming a modern international trade center. What we need to study is what the contents of the related services, how the related systems constraint to the Offshore Trade should be carried out smoothly in our country. We also study how to increase the attractiveness of the multinational companies and international competitiveness to compete with Hong Kong, Singapore and other offshore trade benchmarks centers of the city.This article appears in the offshore trade model to systematically divert, select the international benchmark for offshore trade area conditional analysis, which studies a necessary condition for the development of offshore trade economy needs, and around these conditions put forward the development of China offshore trade industrial and institutional-related policies and proposals.
