The Research On SME Support Policy Of District Government In Licheng

Whether at home or abroad, small and medium-sized enterprises(SMEs) are always an important force in the economic development. They are considered more and more prominent as the social economy grows. They have contributed greatly to economic growth by improving employment, and promoting technical innovation and boosting economic growth and so on. Especially in the Southeastern coastal areas of our country, private economy has developed rapidly mainly thanks to the economic growth driven by SMEs. However, due to all kinds of limitation of their internal environment as well as the external one, SMEs are also a relatively weak group. Therefore, governments around the world have implemented various policies to support the development of SMEs, so has our country at different stages, which has efficiently improved the overall environment of SMEs in our country.Quanzhou is a city famous for its developed private economy, and Lichen District is one of its urban centers. Licheng District Government has achieved positive outcome through supporting policy in the development of SMEs. It would be of great significance to the innovation and transition of SMEs in Licheng District by analyzing its current policy to support the development of enterprises, discussing its problems and putting forward some advice based on related theories.This thesis firstly reviews the definitions of SMEs by developed countries and by China and analyzes the theoretical development of SMEs by the government. Then it introduces the status quo of SMEs’ development in Licheng District and discusses the policy-making and operating mechanism of the district government in supporting the growth of SMEs and its existent problems. In conclusion, it puts forward some recommendations for the district government to promote SMEs’ development by drawing lessons from other countries’ policy in this area.
