With the boosting of the western development strategy and the newly proposed the new Silk Road Economic Zone strategy the n orthwest minority enterprises are developing rapidly, and at the same time facing new development opportunities and challenges. Minority enterprises play an important role in expanding employment and maintaining social stability. However, influenced by the natural environment and regional economy, the development of the minority enterprises in Northwest China is restricted by many factors, among which the most important one is the talent problem. The paper is aimed at this problem. starting from the factors that influencing the northwest minority enterprises’ employee loyalty, this article studied the strategy to improve the loyalty of employees, in order to help enterprises retain employees and improve their enthusiasm and creativity. Thus, the northwest minority enterprises can develop with high quality and efficiency.This paper takes the northwest minority enterprises as research object, and builds a research model at the same time put forward research hypothesizes based on the previous studies about the employees’ organizational loyalty and the minority nationality. Then the study designed questionnaires of organizational loyalty to employees and the enterprises, carrying out descriptive statistical analysis, correlation analysis and regression analysis of the questionnaire data and finally establishing the influencing factors model of employee organizational loyalty by summarizing the analysis results. After that, this paper put forward the countermeasures on improving the employees’ organizational loyal ty in the northwest minority enterprises, including the establishment of the organization loyalty management system and the overall measures to improve its loyalty. The study shows that: among the individual influencing factors, demographic variables, personality characteristics and national culture have significant impacts on organizational loyalty; On the organizational level, the work environment, job nature, employment rewards, enterprise management model, corporate culture and the leadership have signi ficant impacts on employee organizational loyalty; Among the social factors, the employment mechanism’s being perfected and the intense degree of competition have significant impacts on the employee’s organizational loyalty.
