Along with the globalization and the marketization, high-tech enterprises make more coordinated management to some similar or related projects besides increasing R&D expenditures to acquire more competitive advantages. In this way, R&D projects are always in the form of project group in order to achieve benefits that cannot be achieved when managing separately. The core task of human resource management is putting the right person in the right place to improve efficiency. Previous studies about R&D projects, project groups and R&D personnel abilities ignore the relationship between the competency elements, so the research conclusions are always ambiguous and inconsistent. These prob lems reduce research value for enterprises to develop appropriate management strategies according to study results. This paper analysis the following two questions:(1) Whether there is a close linkage among the personnel competency elements in the R&D project groups?(2)What are the characteristics of R&D project group personnel competency element combination with high work performance?In order to solve the above two problems, firstly, this paper analysis theoretically the linkage among the personnel competency elements exists in the R&D project groups from the perspective of system theory on the basis of competency research. Furthermore, this paper definites and explains the subjects of personnel competency elements in R&D project groups through cardiac f actor analysis on personal abilities system. Secondly, This paper proposes the logic hypothesis of element linkage effect through causal law analysis. Besides, this paper also analysis theoretically necessary conditions and features of competency elements or element combinations producing high task performance and relationship performance and put forward relevant hypothesis.
