From a national perspective, our country is in a stage that the traditional high energy consumption, low output of the crude type industry model into the critical period of emerging strategic industries in transition mode, enterprises shut down production increasingly frequent. On one hand, the traditional industries of unemployed workers, rural surplus labor, and college graduated students who are waiting for employment groups appear superimposed. On the other hand, many emerging industries jobs vacated, structural unemployment contradictions in China will further deepen. If we can combine the two situations, it will achieve a higher employment rate, promote economic development, improve people’s life, and stabilize the society. Therefore, successive leaders in the government work report of previous years were to solve the problem of employment as the important measures to improve people’s life and achieve social stability. Likely, they emphasize to implement a proactive employment policy, and encourage a variety of flexible employment. Even in the developed countries such as the U.S.A. and Australia, employment rate is the important index of government efficiency and economic prosperity. Larbor dispatching, simply defined as “Hiring company do not using worker, producing company do not hiring worker”, is a way that actual need worker companies do not hiring workers directly but send their requirements to specialized human resource company such as headhunter company, intermediary company, labor service company and after setting up relationship with workers they send labors to actual working companies. Labor dispatching appeared in United States of America in last century 40’s and developed world wide. In the late 1980 s it was introduced into our country from the southeast coast, And it began to develop in the city of Quanzhou in late 1990 s. Around 2008, labor dispatching industry scale in the city of Quanzhou went into rapid expansion stage of development. In the current environment, Labor dispatching works as a flexible employment mode, it can solve the problem of structural unemployment very well, alleviate the employment pressure, meet the recently emergent industry’s flexible needs of labor, and achieve the optimal allocation of human resources. To some extent, it is a sunrise industry with rapid development. The three main industries all need labors, because of this, labor dispatching has many problems need to be solved, and these problems will greatly restrict the development of labor dispatching service.This thesis starts with the related background of the research. Firstly it elaborated the labor assignment by literature search. Secondly it detailed the analysis of the Quanzhou city labor service enterprises’ expatriate employment situation by qualitative and quantitative analysis. Then I studied the cases carefully about the China Quanzhou International Techno-Economic Cooperation(Group) Co., Ltd. ‘s labor dispatching problem. Finally I focused on the proposing employment countermeasures for Quanzhou enterprises’ labor dispatching problems.The labor dispatching system occured after the reform and opening-up policy. Labor dispatching in domestic has been gotten through the form of monopoly, free market, special operation. This thesis try to find the solution which fit current labor environment, and can be applied to the actual development of the enterprise.
