Research Of Fuzhou City Mawei District’s Government Behavior In Ecological Forest Construction

Currently the main demand of forestry from economy and society development has manifested as strong ecological demands. To accelerate development of ecological forest becomes an inner requirement of economic and social development. As the reformation on collective forest property right system has basically completed, there is a great opportunity to fully promote ecological forest revolution. It conforms to the needs of existing situations for Mawei District Forestry to be led on ecological forest and accelerate its construction. However, the ecological forest’s development is severely restricted by externality of ecological benefits, public product characteristics, and huge ecological cost. Hence, how to promote the construction of ecological forest has become an urgent issue for government departments.Using theories of public product and externality, combined with literature research, case analysis and SWOT analysis, this paper discusses the necessity of government participating in ecological forest construction, and summarizes 4 government actions in ecological forest construction. On the above bases and starting with actural situation of Mawei District, this paper analyzes its ecological forest constrctionsand their advantages, disadvantages, opportunities and challenges. Mawei District’s government behaviors in ecological forest construction are described accordinglyand and their problems are also pointed out. Based on issue study, reason analysis and others’ research conclusions, this essay proposes some suggestions on the improvement of government behaviors for Mawei District ecological forest construction.
