The issue of global ecological environment has been widely concerned, strengthening ecological construction and maintaining ecological security is the common themes mankind facing in 21 century, Countries all over the world is exploring the solutions. China has promoted the development of forestation and virescence through the implementation of six forestry projects, as time goes by, they have been the main battlefield of China's ecological construction. However, the existing non-commercial forest failed to meet the people's growing ecological demand. As the development of non-public forestry, it plays more and more important role in the development of non-commercial forest. Government purchasing the non-public forest, not only the public will meet their need of the non-commercial forest, the forest owners'legitimate rights and interests would also be guaranteed, will be a viable option.This thesis based on non-commercial forest's economics and it's current supply and demand, analyses the feasibility of, pun forward the purchasing parties and steps, discussed government lease out the non-public forest when the financial funds is in shortage. Finally, we illustrate that the value of non-commercial forest and try to calculate its price, construct the base for government purchasing the non-public forest.The paper consists of five parts.First part introduction.
