Current Problems And Countermeasures Of Ecological Civilization Development In Hebei Province

The report of the 18 th CPC National Congress puts forward an overall plan for economic,political,cultural,social and ecological progress with Chinese characteristics.As an important part of China’s endeavor to achieve modernization,ecological civilization marks the change in defining China’s development.That is,instead of focusing on pure economic boom,China now includes political,cultural,social and ecological development in its modernization cause.The constant improvement of the plan of China’s socialist development,on the other hand,demonstrates the significant role the ecological development plays in advancing China’s development.Hebei is a highly populated province which is rich in natural resources and advanced in various industrial and agricultural activities.As a major participant in promoting ecological improvement in Beijing and Tianjin,Hebei now faces greater challenges when the two cities move certain industries,mostly energy consumed ones to Hebei in the course of the integration of Jing-Jin-Ji Area.Currently,Hebei finds itself face mounting ecological problems,like serious air pollution,water shortage,huge energy consumption and ecological degradation,etc.So it is meaningful to study the current problems and countermeasures Hebei faces in pursuing ecological development.This thesis contains introduction,the body parts and conclusion,etc.The introduction discusses current problems Hebei faces in ecological development,countermeasures and significance of the thesis so as to reveal the research methodology the thesis conducts.Original ideas and difficult points are included in this part.The body part consists of three parts.The first part reviews related theories of ecological development including the origin and content of ecological civilization,China’s ecological development strategy and its significance.The author reviews Chinese ancient naive ecological thoughts and western ecological civilization development,analyzes Marxist ecological theories and the content of the current ecological civilization.Then China’s strategies in press ahead ecological development are illustrated.And the relationship between ecological development and economic,cultural,and political development,scientific development and the building of harmonious society is discussed as well.The second part analyzes current problems and causes Hebei faces in pursuing ecological development.It begins with the major problems which includes air pollution,water shortage,energy-related ecological problems and ecological degradation.The causes for these problems are the lack of ecological development mechanism,underdeveloped technological innovation and the lack of ecological awareness and education.The third part analyzes countermeasures for Hebei’s ecological civilization development.Strategies are put forward in response to specific issues concerning to the ecological development of Hebei.First,building ecological mechanism,including building property system of resources and environment,comprehensive coping mechanism,evaluation and supervision mechanism and relevant ecological laws.Secondly,strengthening technological innovation,in which scientific research and green technology are illustrated.Thirdly,improving the public ecological awareness so as to build an ecological perspective.The conclusion part proposes three ways in building ecological civilization.First,we should take an overall view.We should connect the ecological development with our economic and political drives.And the ecological development shall never stand alone from the overall picture of the modernization.Secondly,we should press ahead with ecological development in all round.We should raise it to ideological and systematic level.Relevant laws and regulations should be followed so as to lead a dynamic change and future.Thirdly,we should focus on the coordination.We should coordinate resources,environment and the ecological development in the course of social transformation and industrial restructuring.The development scale and speed and the long-term and short-term interest should also be coordinated.Only keeping pace with the trend of the times can lead to a successful coordination and an efficient ecological development can be achieved.Three methodologies are adopted in this thesis: data studies,with the ecologicaltheories in classical works by Marx,Engels,Lenin Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao,the author reviews ecological civilization theories;comparative method,the author makes a study on the current ecological trend and thoughts in western world;social survey.The author probes into ecological problems and crisis Hebei Province faces at present and suggests major problems Hebei needs to be aware of and to deal with in its course of ecological development.
