Research On The Reverse Transmission Of Environmental Regulation On Industrial Structure Adjustment

Through more than thirty years development of reform and open,China has made remarkable achievements in economic development,but also paid a huge cost of resources and environment.The imbalance of industrial structure transformation and upgrading of the problem is more prominent,the task is very urgent.In the context of resource shortage,environmental pollution and ecological damage has become an important factor restricting China's economic and social development,China's resources and environmental pressures and challenges facing unprecedented.With the Chinese economic development gradually into a "new normal" supply side structural reforms especially the structural adjustment of industry level is not only conducive to promoting the transformation of economic development mode and actively promote the construction of ecological civilization emphasizes the overall layout of "five in one",but also have great help to solve the structural problems hindering economic development,contribute to the effective implementation of innovation driving the economic development strategy.In order to achieve economic development and environmental protection "win-win",more and more environmental regulation for the government,enterprises and the public attention,the perfection of environmental regulation system of industrial structure adjustment "forced" effect is more obvious.Based on this,this paper uses the theory of industrial economics,environmental economics and new institutional economics to explore the forced effect of environmental regulation on industrial restructuring.The research content of this paper is mainly reflected in the following aspects.The first is the role of environmental regulation forced industrial restructuring.Because of the government's guidance and intervention to industrial policy,the adjustment of industrial structure in our country has obvious characteristics of planned economy.Local governments are subject to the mandatory requirements of the central government,the enterprises are under pressure from the local government,resulting in the lack of corresponding internal incentives for industrial restructuring.But environmental regulation is not the case,the implementation of environmental regulation will lead to internal cost increase,enterprises in order to survive will have on the existing product structure,management mode and technical level and make corresponding adjustments to micro enterprises to change the industrial structure adjustment provides intrinsic motivation.Environmental regulation on the industry and enterprises mandatory fine wash the survival of the fittest,is bound to be forced industrial structure adjustment.However,environmental regulation forced the adjustment of industrial structure and what is path how,by selecting the needs of society,enterprises to enter,technological innovation,foreign direct investment and international trade are five factors of this issue in-depth study.The second is the mediating effect of environmental regulation forced industrial restructuring.The process of playing the social demand,business entry,technological paper.Specifically,the first chapter and the second chapter are the introduction and literature review.The two chapter introduces the research background,significance,methods,innovation and the existing research foundation.The third chapter is the theoretical basis for the full text of the theoretical groundwork for the study.The fourth chapter is the analysis of the evolution,performance and problems of China's environmental regulation.The fifth chapter is the analysis of the mechanism of the industrial structure adjustment.The sixth chapter analyzes the mediating effect of environmental regulation on the adjustment of industrial structure.The seventh chapter is the analysis of the threshold effect of the industrial structure adjustment.The eighth chapter is the conclusions and suggestions.The basic conclusions are as follows:In terms of the mechanism of environmental regulation forced industrial restructuring,as the theoretical basis of environmental regulation forced the adjustment of industrial structure,selection of social demand,business entry,technological innovation,foreign direct investment and international trade five factors as the key intermediate variables,the mechanism described in detail the environmental regulation forced the adjustment of industrial structure.In the aspect of social demand,environmental regulation is mainly through the influence of the proportion of consumption demand,investment demand and consumption and investment and then forced the adjustment of industrial structure.In the aspect of enterprise entry,the environmental regulation mainly depends on the capital barrier and the technical barrier,which has the forcing effect on the industrial structure adjustment.In the aspect of technological innovation,environmental regulation is mainly to adjust the industrial structure from the aspects of enterprise cost,risk,inertia resistance,power factor and the first mover advantage.In terms of foreign direct investment,environmental regulation mainly by changing the supply of resources and environment of distribution and change of host country policy system and consumer culture,"first mover advantage" effect and "competitive advantage" and "innovation effect compensation effect of foreign direct investment affect foreign direct investment by industry capital effect,technology spillover effect,industry association effect and competitive effect and forced the adjustment of industrial structure.In the field of international trade,environmental regulation is mainly through the cost effect,innovation effect and structural effect on the adjustment of industrial structure.According to the analysis of the mechanism of the fifth chapter,the administration of environmental regulation inhibits the rationalization of industrial structure,in this process,consumption demand,investment demand and foreign direct investment have a masking effect,and technological innovation enterprises into full mediating effect,international trade had a partial mediating effect.Market based environmental regulation forced the rationalization of industrial structure,in this process,the consumption demand and investment demand,technological innovation,foreign direct investment and international trade have mediating effect,and enterprises to enter the produced masking effect.The administration of environmental regulation to promote the upgrading of the industrial structure,in this process,consumption demand,investment demand and foreign direct investment have a masking effect,the entry of enterprises and technological innovation and international trade have partial mediating effect.In the process of market environment regulation,the industrial structure is advanced.In this process,the consumer demand,investment demand,enterprise entry,technological innovation,foreign direct investment and international trade have some intermediary effect.Based on the investigation of the effect of environmental regulation on the adjustment of industrial structure,it is found that the impact of the market environment regulation on the industrial structure is significantly influenced by the double threshold effect.When the intensity of administrative environmental regulation is less than 12.857,the impact of market environment regulation on the industrial structure is significantly negative.When the intensity of administrative environmental regulation is between 12.857 and 22.482,it is beneficial for the promotion of the role of market environment regulation to the promotion of industrial structure.When the intensity of administrative environmental regulation is more than 22.482,the market-oriented environmental regulation has no significant inhibition on the industrial structure.Based on the above analysis,the paper puts forward some measures to improve the effectiveness of China's environmental regulation.These measures include four aspects that about deepening the reform of the system,improving the quality of environmental legislation,establishing the mechanism of supervision and restraint,as well as the reform of regulation.This paper puts forward some measures to optimize the path of China's industrial structure adjustment from five angles: social demand,enterprise entry,technological innovation,foreign direct investment and international trade.To sum up,this paper has certain innovation in three aspects: the research perspective,the model application,and the index measurement.On the innovation of research perspective,which is mainly embodied in two aspects: one is in the analysis of environmental regulation through the intermediate variable of industrial structure adjustment of the forced effect,the environmental regulation is divided into formal and informal environmental regulation and environmental regulation.In the empirical analysis of environmental regulation on the industrial structure adjustment forced effect,by selecting the corresponding intermediary variable,the first use of the mediating effect model to investigate the relationship between environmental regulation and industrial structure adjustment.On the innovation of index measurement,we select the corresponding input-output indicators and use the Malmquist productivity index method to measure the technical progress rate to measure the technological innovation.
