As a major power coal in our country, in terms of the output of coal and the proportion of the national energy structure, we are not difficult to find the important role of coal in our country. While relative to the amount of coal mine accidents in China in the past, the death toll has the very big change, but we must face up to coal mining in our country is still a high-risk industry, safety accidents still happen, compared with the developed countries there is a big gap in coal mining.Coal mine is a high risk industry. Enhancing emergency rescue capabilities is crucial to reduce casualties and save the loss of property. And the coal mine to improve their emergency rescue capabilities, they must understand their lack of the emergency rescues of itself, the evaluation Coal mine emergency rescue capability for coal mining enterprises to understand and improve their emergency rescue capabilities provides a scientific basis. Therefore, for coal mining enterprises to enhance emergency rescue capability, the study on the evaluation of coal mine emergency rescue has importantly practical significance.Based on the four phases of emergency management process, emergency prevention capability, emergency preparation capability, emergency response capability, and emergency recovery capability, we analysis the meaning of coal mine emergency rescue capabilities. Then around the coal mine emergency rescue from people, machines, environment, management four aspects to analysis the influence factors ofcoal mine emergency rescue, and laid the foundation for selecting index. Based on the analysis of influence factors, according to the process of the construction of the evaluation index system of coal mine emergency rescue capabilities, select index and detailed analysis. Follow the principle of the construction of evaluation index system of coal mine emergency rescue capabilities, initially established an evaluation index system of coal mine emergency rescue capabilities, using the analytic hierarchy process to determine the weight of each evaluation index. In the process of constructing the evaluation model, based on the unascertained measure to establish a coal mine emergency rescue capability assessment model. Finally, carried on a case study, we make a evaluation of about the Nanliang coal mine in Shaanxi Province, the result is “general”. The study provides a new idea and method for the evaluation of coal mine emergency rescue capability. The conclusions have some reference value for Nanliang coal mine in Shaanxi Province to enhance emergency rescue capabilities.
