The nature of the emergency rescue is to maximize the rescue efforts and the residual value retention and to minimize the loss of damage.The fire and emergency personnels trained by the traditional emergency rescue system have some experience in rescue,but they may not understand the loss situation of the object and master the rescue methods,so they lack accurate and effective judgment ability.In this situation,the fire may cause larger losses to the system.A comprehensive understanding of the characteristics of the accident system will minimize the loss of the accident accurately and effectively.Therefore,in the process of emergency handling of major fire accidents,how to scientifically formulate rescue measures,optimize the rescue input and fire accident losses,is of significant importance.Based on the thought of safety economics,every phase of the accident system were analyzed scientifically,and according to the characteristics of rescue function,a fire rescue model was established.Firstly,the loss after the accident can be divided into the countable loss and the implied loss,the boundary of the fire system was identified using risk assessment code method as well as the important parameters of the fire source were determined.Secondly,the heat loss of combustible fire and water quality for fire rescue were calculated,the rescue measures as well as system loss was abstracted and quantified through the risk loss characteristic curve combined with Pareto distribution;then the rescue fire system was divided into four subsystems: rescue factor,fire system bearing,media environment and interaction relationship;lastly,the rescue fire system model was proposed by using the accident chain and the countermeasure tree methods,and the final optimization strategy was determined according to the rescue loss matrix.Finally,the forestry timberyard fire accident was taken as an example to analyze the loss stages of the accident system and the rescue fire system model and the optimized rescue strategies were obtained.The effectiveness of the evaluation model was also verified.
