In the process of economic globalization,not only the rapid economic growth,but also the deterioration of the environment.Energy resource exhaustion,sea level rise and global climate warming are all serious challenges to the current economic production activities.The rapid growth of carbon emissions has prompted countries to pay enough attention to the low carbon economy.China,as a developing country,not only to achieve the goal of stable and orderly economic growth,but also shoulder the responsibility of low-carbon emission reduction,and to achieve the two,is to improve the carbon productivity,lower carbon economy development path.This thesis calculated the 30 provinces of China in 1999-2014 provinces of carbon emissions and carbon emissions intensity of carbon emission intensity and environmental regulation by the co-integration analysis,and use the error correction model and generalized impulse response function to simulate the impact of environmental regulation on the path of carbon emission intensity and technology progress.The conclusion is that there is a long-term equilibrium relationship between China's current environmental regulation and carbon emission intensity,environmental regulation has a positive impact on the carbon emission intensity,but the duration of the impact is relatively short,and there is a lag period.The conclusion is that,in China's environmental regulation has forced reductions,but does not take effect immediately,there are one to two years lag,namely China's so-called "green paradox" does not exist,but the impact of environmental regulation on technological progress is not significant.However,the impact of environmental regulation,technological progress will be three years after the obvious rise,so China's environmental regulation is not large enough to produce the Potter effect.In view of this,China should put forward a more reasonable and scientific environmental regulation system,such as the establishment of emission rights proposal or the development of new energy and improve energy efficiency potential.
