Research On Evaluation And Countermeasure Of Low Carbon Economic Development Level In Zhuzhou City

The industrial revolution led to a qualitative leap in the world's productive capacity.The development and utilization of resources have been fully developed,the global economy has grown with an unprecedented rate.However,with the rapid economic development,there are rapid consumption of resources and the deterioration of the environment.Facing the climatic and environmental deterioration caused by global warming and greenhouse effect,people realize that merely pursuit of economic growth and ignoring the harmony between man,nature and environmental protection.It will not only bring economic development,but also endanger the safety of mankind itself.Therefore,it is urgent to change the mode of economic development.So the low-carbon economic development mode,a new type of economic development,arises at the historic moment.As a large industrial city in Hunan Province,Zhuzhou City,which is affected by the traditional production mode,belongs to high pollution and high emission city.With the experimental work of the "Two Type Society" carried out,Zhuzhou has put forth effort to change the production and life to "low-carbon" mode.The development of low-carbon economy is not only conducive to reduce the environmental pollution in Zhuzhou city,but also conducive to the coordinated development of Zhuzhou's economy and environment.In January 2017,Zhuzhou city was selected as the third batch of national low-carbon pilot city.For the future's low carbon economy development in Zhuzhou city,we need to makean evaluation for today 's low-carbon economy development level in Zhuzhou city.In this paper,throughthe evaluation of low-carbon economic development level in Zhuzhou city,we can make a summary of Zhuzhou's low-carbon economic development,to find out somespaces for improvement and provide several countermeasures and suggestions for the future 's development of low-carbon economy.Firstly,this paper has studied the domestic and foreign research results about low-carbon economy,and then formed the theoretical basis of low-carbon economy.It mainly includes the connotation,characteristics and theoretical basis of low-carbon economy and its related theories.Then,this paper takes Zhuzhou city as the object of study,collecting relevant basic information of Zhuzhou and analysising Zhuzhou's geographic conditions,the development background of low-carbon economy,current development situation,the achievements and existing problems.After that,by using AHP to construct the evaluation system of low-carbon economydevelopment level,the evaluation system is divided into three first level indexes and ten two level indexes,to evaluate the development level of low-carbon economy in Zhuzhou city.The score shows that the low-carbon economy development level in Zhuzhou city is 62.12(full score of 100).It result shows that the current low-carbon economy development in Zhuzhou city is low,and there are many room for improvement in the future.Finally,according to evaluation results of low-carbon economy development level evaluation,combine with the problems still exist in the current situation,listing several countermeasures and suggestions in following aspects:government regulation,industry guidance,energy utilization,resident life and environmental protection.
