ThePartyCentralCommitteeandTheStateCouncil further promote reform and development of safety in production areas,Along with the economic and social development to mass efficiency,optimize and upgrade industrial structure,social governance capabilities continue to improve,the development of the we media era,the concern about the safety problems get an unprecedented discussion heat,the complexity anddiversity of the safety accident continually deepen the supervision difficulty for the government,sothesafety regulatory agencies at all levels have to figure out the problems,such as promoting deeper integration between information technology and work safety,establishing unified work safety information construction standards,perfecting the work safety information infrastructure and network system based on the national e-government network platform.Government Work Safety Supervision Network Platform is a safety supervision system integration platform between safety supervision users using government extranet and enterprise users using Internet to information interact.The platform has changed the traditional government supervision model and help the government to establishe a streamlined,efficient,clean and fair tool,Thus enhancing the effectiveness of government safety supervision.In this paper,the research of the construction of four levels government safety supervision network platformswhich include the national-level,provincial-level,prefecture-level and district-levelarecarried out,and the result of research shows thatnetwork platform construction situation of safety regulators criteria have not been unified at current.So the evaluationindex system of work safety supervision networkplatform is established based on the threedimensions which are function,performance anduser documentby the reference to evaluation specification of the application software product for the year of 2003 in the manufacturing informatization engineering.The assessment result can be judged to be pass or not by using three measurement tools.Finally,It also provides a case study on the government safety supervision network platform of Taian.Another point that is found in the research about Government Work safety Supervision Network Platformis that the construction model of our country government work safety supervision network system is from the nationallevel to districtlevel.The state put the work safety supervision networkconstruction focus on the provincial level,onthecontrary,local work safety supervision network is weakened.But prefecture-level and district-level are the first spots of the security incidents occuring and the first sites responding to security incidents,and also are the first battlefield to rescue activities.Especially the prefecture-levelwork safety supervisionleveldirectlydetermine the effectiveness of the security incident response results.So the optimizeprogramput forward in this paper is consisted of threelayers: technology layer,business layer and data layer,the business layer is divided into two the construction objects:the national and provincial,prefecture-level and districtlevel,safety statistical analysis business is distributed to the first level,andsafety specific businessis distributed to thesecond level.
