| With the changing of industrial organization,industrial parks as a new industrial organization mode has gradually began to spread.Industrial enterprises gather in industrial parks,which not only promotes the reasonable development of industry effectively and orderly,but also has great significance to the development of the economy and society.Along with the strengthening of the construction of industrial parks and the intensified industrial layout optimization,industrial parks have become the clusters of industrial production with large water consumption and serious wastewater emissions.Wastewater emissions of industrial parks can represent the area industrial wastewater emissions.The Water Pollution Control Action Plan has put forward recently to focus on the governance of water pollution of industrial clusters.It also mentions that urban sewage treatment facilities should reach the level A standard comprehensively by the end of 2017.With the further increasing pressure of water environmental protection in industrial park,there is a need of methodological studies for the routes of water pollution prevention and control technologies in industrial parks.In this paper,a kind of method is studied,aiming to optimize the technical route of water pollution prevention and control technologies in industrial parks.Firstly,based on the field survey data,the cost functions that forms of the construction costs and operating costs about water pollution prevention and control technologies were built by regression analysis.Subsequently,on the basis of the cost functions,a multi-objective programming model was built with an emphasis on cutting characteristic pollutants,considering the factors of technology,economy,environment and society and aiming to fit the standards with the centralized establishments of industrial parks according to the economic optimization principle.Finally,the multi-objective model was solved using the Monte-Carlo method with Matlab programming.By giving random assignment on factors that affect the efficiency of wastewater treatment technology and its various pollutants removal rate,the sum of annual operation cost and benefit of each technical route are calculated to select the best technical route with lowest cost and up to standard.Repeat the simulation experiment of thousands of times and calculate the average cost and the probability selected as the optimal in every simulation experiment for each technical route.The technical route with the highest probability is the finally optimal technical route. |
