The Research On Performance Of Industrial Water Pollution Prevention Charge Policy In Hubei Province

Industrial water pollution prevention policy charges includingdischarging wastewater ?sewage treatment and water price policy and so on,the policy in our country has implemented more than 30 years,becomes the important means of controlling of industrial water pollution,it is the earliest environmental economic policy in our country.They play an extremely important rolein promoting enterprises to strengthen management,save and comprehensive utilization of water resources,water pollution control of water environment quality,improve the ability of the government environmental protection.In recent years,with the rapid economic development of Hubei province,the industrial economy has been in a leading position in the central region,the status of industrial economy and in the whole social economic development of province is increasingly prominent,the construction of strong industrial economic province goes to a new level.But at the same time,industrial water pollution is increasingly serious in Hubei province,brought great influence to people's work life,in order to solve the problem of industrial water pollution,promoting the development of the region's industrial economy,government entities at all levels made a lot of policy to regulate the water pollution problem.And prevention of water pollution charge policy as an important tool,has also implemented a long time,so how are the effect of the policy,if it achieves the aim of the policy,it has become the attention of the society,so to strengthen evaluation research of the industrial water pollution prevent policy effect of Hubei province is very necessary.Based on the related theoretical study and widely collected data,this paper analyzes the current industry water pollution emission charge policy,sewage treatment fee policy and industrial water price policy of Hubei province firstly.Then it selects industrial sewage,pollution levy in industrial wastewater treatment,levy,industrial water years levy as input index,selects the unit discharge of industrial added value,industrial wastewater emissions and unit COD discharge industry increase as output indicators,using the CCR model and BCC model in DEA method,evaluates industrial water pollution prevention and control of charge policy implementation performance from 2003 to 2014 in Hubei province,the evaluation results shows:the implementation of water pollution prevention policy in 2003-2014 is 0.945,it has played a important role in the comprehensive efficiency of average emission charges,sewage treatment and industrial water three policies to reduce industrial sewage and pollutant emissions,improving industrial enterprises in Hubei province promoting environmental protection consciousness,the implementation of various policy performance is higher;Unit of COD discharge of industrial added value,industrial wastewater emissions in Hubei province are main influencing factors of the performance of the industrial water pollution prevention policy.At the end of the paper,it puts forward the related proposals on how to improve prevention and control of water pollution charge policy performance,specific include: the governments at all levels should establish the water environmental protection consciousness,promote policy execution of prevention and control of water pollution charge;Adjust the industrial wastewater discharge standards,promote pollution tax policy;Industrial enterprises should attach importance to innovation,and promote technical innovation of prevention and control of pollution.
