CNOOC experienced a rapid growth in its development of domestic oil and gas fields in the recent five years.In the year of 2014 only,CNOOC put 13 new oil and gas field projects into operation.As multiple offshore oilfield projects advanced side by side,the exponentially growing workload has caused shortages in specialized technical personnel,as well as a great lack in resources like construction sites,large vessels and other resources of equipment.Restrained by both limited resources and fixed construction duration,many projects couldn't be delivered in time.Fully recognizing the importance of constraints in resources,the critical chain method emphasizes dynamic management of resources and continuous improvement in project implementation,which suits the resource management in regional development of offshore oilfield projects.But among studies from home and abroad at present,most buffer settings in the critical chain method follow the same standard,whereas they ignored the actual situation and characteristics of different projects,deviating from the practical situation of resource management in regional development of offshore oilfield projects.In order to solve the problem of resource constraint existing in delayed regional development of offshore oilfield projects,this paper analyzed the present situation of resource allocation in the multi-project management of offshore oil fields,optimized the multi-project resource allocation in the regional development of offshore oilfield projects with the critical chain method,identified the critical chain of the project via heuristic algorithm,and also improved the buffer setting method of critical chain,provided risk coefficient according to the characteristics of different project processes,and set buffer time for the project more accurately.The paper also monitored the buffer of critical chain,paid close attention to the buffer time of critical chain and non-critical chain at ports,ensured that tasks on the critical chain won't be delayed for the completion of tasks on the non-critical chain,and avoided the phenomenon that non-critical chain change into new critical chain.This paper took the regional development of Kenli 3-2 oilfield project as an example,tested the model of resource allocation planning,optimized resource allocation through the identification of critical chain,the setting of buffer size,and real-time monitoring,and verified the effectiveness and applicability of the model,which not only alleviating the resource conflicts between projects,but also shortened the total duration of multi-project construction.Results of this study not only enriched the relevant theoretical basis for the project management of regional development of offshore oil fields,but also provided an effective method of resource allocation for dynamic multi-project management of offshore oil fields,making resource allocation in the process of project management for offshore oil fields more practical.However,the application of the critical chain method in different specialized fields is still to be further studied.
