During the NPC and CPPCC sessions in 2016,Chairman Xi Jinping proposed a strategic initiative to build a modern economic belt of Silk Road with neighboring countries in Central Asia.The initiative provides Chinese engineering contractors a good opportunity to develop petrochemical projects along the Silk Road Economic Belt Zone in China.So the number of projects along the Silk Road Economic Belt Zone in China will increase obviously.The construction of petrochemical engineering project is characterized by uncertainty and accident,including a large number of risk factors,these risk factors are closely related and interrelated with each other.Facing the new challenge,the fourth China Petroleum Jilin Chemical Engineering & Construction co.ltd.should be ready to meet the new challenges and strengthen the construction of project risk management.The company has made great efforts to prevent the risk management of Huizhou project,and has accumulated previous experience and innovation.Because of the unsystematic and barbarism,there are still many risk problems.So it is necessary to introduce the risk control theory and method in engineering project management.It can provide the fourth China Petroleum Jilin Chemical Engineering &Construction co.Ltd.effective help in the standardization of the engineering project risk management in the future.Enhance the capacity of project risk management,strengthen risk management awareness of project manager and staffs.The company should strengthen the risk response ability of each construction site,and also train the project managers and construction technical staff to deal with the risks,control the general risk,defense serious risks and improve the economic efficiency of enterprises.This paper analyzes the main risks and causes of Huizhou project and the current situation of risk control work,analyzes the rules and regulations of the company,through comparing the problem of the rule and regulation construction bidding management,contract management,procurement management of the project with risk factors in risk factor questionnaire,it is found that project risk management still has problems at present.This paper put forward to improve strategies of the engineering project risk management,proposed solution for risks,built project risk management framework system that suited for the fourth China Petroleum Jilin Chemical Engineering & Construction Co.Ltd.'s projects,promote the follow-up project risk management processes systematically,procedural and standardized.The first part of this paper is the introduction part,introduces the background and significance,the research status at home and abroad,the content of the paper,research methods,lack and innovation.The second part introduces the fourth China Petroleum Jilin Chemical Engineering & Construction co.Ltd.and the particularity of the Huizhou project.The third part introduces the risk identification and risk analysis process of Huizhou project,decomposes the complexity of the project into simple risk factors.In the fourth part,the risk factors are identified and evaluated,and then get the weight of the risk factors,determine the risk level,to obtain a higher level of risk.The fifth part establishes the risk control system,judges the risk level and sums up the measures to deal with the risk of the Huizhou project.This paper analyzes the management model and the present situation of risk management of Huizhou project,and adopts expert investigation and analytic hierarchy process to get the external risk and internal risk of project.In view of the important risks,some counter measures are put forward to reduce the external risks and improve the internal risks,and increase the winning rate and profit rate of the project.The risk factors identified risk factors,made risk assessment index system,after the evaluation of each risk factor,get the weight index of risk factors.Then to determine the risk level to achieve a higher level of risk.The paper sum up the measures of dealing with risks in Huizhou project,and made clear the specific risk response measures to improve the bidding winning rate of the company.The successful bidding of the Huizhou project and the benign operation after the completion of the project will promote the development of the follow-up market in the coastal areas of the southeastern region,and provide appropriate suggestions and reference for the subsequent bidding of the fourth China Petroleum Jilin Chemical Engineering & Construction co.Ltd.
