| In the process of rapid economic development, China’s Basin Water Resources has suffered from brutal exploitation and pollution.The rapid deterioration of the water pollution of the river has caused serious water resources shortage and deterioration of water environment, which has become a key bottleneck for the sustainable development of China. Due to the externality of watershed resources, across-administrative region water pollution is particularly serious. For the contradiction between the basin as a whole and the local governments’management on their own half, the local governments in the basin water pollution control has difficulty in reconciling the contradictions. Thus, water pollution disputes and environmental events occur frequently.Conflicts of interest between local governments, difficulties in multiple management and issues such as the allocation of resources result in serious challenges for inter-basin water pollution control. China has made great efforts in inter-basin water pollution control for more than 20 years. in practice, the measures in terms of laws and regulations, the river basin planning, governance mechanism, capital and technology investment is becoming more and more capable and mature. On the whole, the measures has achieved good control effects, and inter-basin water pollution has obviously been controlled. However, specific comparison finds obvious differences in the control effects between different cross-administrative region water pollution. Study into the factors of the differences has great significance for further water management of cross-administrative region water pollution and for the cross-administrative region environmental problems to solve.In this study, the particularity of the subject, objectives, resources and elements of cooperation in the cross-administration region water pollution is systematic analysis ed. Based on the summary of the foreign cross-administration region water pollution control and suggestions by domestic scholars, the study choose the basin management mechanism, basin water pollution control planning, regulations and policies, capital and technology, information transparency and mufti center participation as the influence factors in the process of governance.In the framework of these factors, the Huaihe, Haihe, Liaohe and Taihu Basin,which are highlighted in the Ninth Five-Year plan,are chosen as the cases to support this argument. Through comparison between measures and effects in the six factors above, it is found that the mechanism of the river basin management, capital, technology, information transparency and mufti-participation participation are the four key factors. Especially, the information transparency affects the motivation and cooperation of local government behavior, and also makes important foundation for mufti-participation, participation. Based on the analysis, the author thinks that the effective mechanism construction of cross-administrative region water pollution control, sufficient funds, technical sources and mufti-participation participation can improve the effects of cross-administration region water pollution control, thus putting forward the related measures and suggestions. |
