An Empirical Study On Farmers Cleaner Production Intention,Behavior And Deviations

In the modern agricultural production process,the extensive and irrational use of chemical fertilizers,pesticides,plastic membranes and other chemicals have seriously damaged the agricultural ecological environment,aggravated agricultural non-point source pollution and increasingly threatened human health.Therefore,agricultural cleaner production came into being.And the essence of this is to improve the agricultural production technology and reduce the generation of agricultural pollution by producing and using of "green" elements which is environmental-friendly.The cultivation of crops as the source of agricultural production processes undoubtedly plays an important role in the clean production of agriculture.At the same time,the cleanliness of the cultivation process is closely related to farmers : only the farmers understand and master the knowledge of agricultural cleaner production and apply them to planting,the cleanliness of the planting process can be achieved from.For the reason that,on the basis of combing relevant literature at home and abroad and field research visits,this article empirically studies the issues related to clean production willingness,behaviors,behavioral biases from the perspective of farmers and puts forward suggestions to promote cleaner production by using statistics and measurement methods.This paper is supported by the theory of planned behavior and the theory of sustainable agricultural development.The specific research methods and contents are as follows:When choosing a research object,the article put forward the necessity and feasibility of taking potato planters in Shandong Province as the main research object from both macroscopic and microscopic perspectives based on statistical data and field survey data after analysis of related concepts and theoretical basis.First of all,Shandong Province is an important potato production area in China.Especially in recent years,with the launch of the potato staple food strategy,the government is highly concerned about the cultivation and promotion of potatoes.Secondly,in the process of potato planting in open land in Shandong province,the average input of fertilizer,pesticide,and agricultural film is relatively large.Compared with other major production areas in China and other related crops in the province,the potential of cleanliness is huge.Thirdly,through the analysis of field survey data,we can conclude that the cognition of clean production of potato planters in Shandong Province has alarge room for improvement,and the clean production behavior still needs to be further improved.And in the process of potato cleaner production,there is indeed a phenomenon that farmers' willingness and behavior are inconsistent.And then the article raises the central issue of this study:there may be deviations in willingness and behavior in the clean production process of farmers.In the empirical study of clean production willingness,behavior and willingness behavior bias,the article is based on field survey data and uses fertilizer which is the largest input in the planting process as an example.Firstly,it outlines the willingness and behavior of farmers in the process of chemical fertilizer input in potato planting in Shandong Province.Most farmers are willing to reduce the amount of chemical fertilizers,and only 12% of farmers are unwilling to reduce the amount of chemical fertilizers.And in the actual process of potato cultivation,there is a small proportion of growers that reduce the amount of chemical fertilizers used,only 17%.83% of farmers choose to use the traditional amount of fertilizer and even increase the amount of fertilizer.Among all the growers who expressed their willingness to reduce fertilizer use,almost 80% of them without reducing fertilizer use,that is most farmers may have deviations in their willingness and behavior during the clean production of potatoes.Secondly,the discrete selection model was used to determine the influencing factors of farmer's clean production willingness,behavior and willingness behavior bias.To be specific,the older male planters with higher proportion of net income in family farming,the longer the potato planting period,and the larger planting area,are more likely to show inconsistencies in willingness behavior even if they are willing to perform cleaner production.And the degree of education and the level of awareness of the farmers on clean production will have a negative effect on the deviation of the willingness behavior,that is to say,farmers with higher educational level and deeper awareness of cleaner production will be more willing to reduce over-application of chemical fertilizers and take active actions in the actual planting process to keep their behaviors and wishes consistent.Therefore,improving the education level of farmers and the awareness of cleaner production through multiple channels will help the farmers to maintain their willingness and behavior in the clean production process,and reduce the bias in willingness behavior.In order to improve the clean production of planters,the article gives correspondingcountermeasures and suggestions on the positive practice of agricultural cleaner production and the deviation of willingness behavior from three aspects:farmer households,agribusiness enterprises,the government in the end.The first is the practice of agricultural cleaner production sites.Farmers should actively implement the reduction of fertilizers and pesticides from two aspects of consciousness and behavior.Agribusiness enterprises should also transform to the direction of green environmental protection,and actively guide farmers to scientifically purchase agricultural resources,timely develop and promote new technologies.The government should formulate corresponding policies and ensure that the policies are implemented.The focus of the work in the future should be on research and development and promotion of technologies related to cleaner production.The second is the reduction of willingness behavior bias.Farmers should strengthen their own learning and improve their awareness of cleaner production in agriculture.Agricultural enterprises should strengthen guidance and create a good market environment.The government should strive to increase the level of understanding of the farmers' connotation,importance and relevant technology policies of cleaner production in agricultural production,and increase the subjective initiative of farmers to implement cleaner production through extensive publicity efforts.
