Ocean accounts for about three-quarters of the earth’s surface, it contains rich natural resources and leads to the rapid development of marine transport because of the economy and convenience, but marine environment pollution caused by ship accidents also increases, the accidents uncertainty and seawater liquidity make pollution control continue to increase. Therefore, people are concerned about the ocean development and utilization, while also focusing on the marine environment protection.Dalian is a coastal city surrounded by the sea, tourism, shipbuilding; chemical and aquaculture mainly promote the economic development. Dagushan chemical docks locate in Dagushan peninsula of Dalian Development Zone, between Dalian Bay and Dayao Bay, its location is predominant with watershed, land and air facilities together. Ships transportation of oil or chemicals is frequently in and out of docks, it adds to the work strength of dock companies to deal with pollution prevention. Oil spill or chemicals leakage accidents will inevitably pollute the environment near the sea, resulting in marine water, fisheries, aquaculture, seaside tourist scenic and human health are dangerous.This essay based on the marine pollution accidents statistics in domestic and international in recent years, analyzing the damage and reasons of oil spill accidents, chemical leakage accidents and fire explosion accidents, combined with the physical and chemical properties of chemicals involved and the main marine environment characteristics near Dagushan; Make risk assessment on the pollution from ships accidents to chemical dock and marine environment that may occur during transportation. Through establishing the marine oil spill drift, chemicals diffusion models to complete the prediction calculation of pollution drift. The result shows that pollution accidents near the sea will severely threat the Sanshandao seafood protected areas and Bangchuidao, Fujiazhuang and other southern coastal tourist zone. Aim to make risk assessment on the pollution of oil spill, chemical leakage and fire explosion that may occur in Dagushan chemical docks to the marine environment, and response appropriate emergency measure and feasible advice.
