For a long time, urban-rural duality development model has led to rural economicand social development lagged behind the city. Among them, the rural public servicefacilities' planning has been a blind spot in planning. The construction of facilities islack of systematic. Aiming at the wide coverage and a large proportion of the populationin rural areas, the establishment of urban and rural development model and improvingrural public service facilities configuration and construction and rural public servicelevel is an effective way to improve the living conditions of farmers and solve theproblem of three rural issues.Currently, rural public service facilities in cold region are still relatively backwardcomparing to other areas in China and the level of public services is uneven. Therefore,the rural public service facilities planning research in cold region has a very importantsignificance. In this thesis, the core content is the classification, configuration standards,land use and layout and other aspects of facilities based on rural public service facilitiesuse and demand situation in cold region combined with national, regional, relevantnorms and standards and referred to the construction experience in other areas.In addition, the thesis selected the typical villages and towns in cold region for theempirical analysis. Firstly, comparative analysis of construction standards ofadministration, education, health, culture, sports, business and financial and other kindsof public service facilities is discussed through the investigation socio-economicsituation and the status of the construction in Qingyunbu town. Secondly, use SPSS toanalyze satisfaction and needs by questionnaires to further understanding of usage ofeach facility. Establish public service facilities demand factors evaluation system anduse AHP to calculate the impact factor weights and sorting to understand therequirements of facilities in the view of users and provide references for the planningand construction. Finally, summarize public service facilities planning and constructionproblems, difficulties and influencing factors at the present stage in Qingyunbu, predictthe development trend in the future. Construct a comprehensive, region coordinate andflexible public service facilities system especially for the special geographicalenvironment and construction of the present situation in cold region towns and villages.According to the needs and build capacity in Qingyunbu, put forward contents?standards?land use and layout of each facilities in town and village. Propose planningand management of public services strategies from the construction and operation.
