Research On Indicator System Of Green Villages In Cold Region Based On The Major Functional Regions

Green development has become a trend of urban and rural construction athome and abroad. To find green development path of the town, China has carriedout planning and construction about green ecological urban area all over thecountry successively. In the "Twelfth five-year" period, as an important guidingideology of villages planning, green development will give the great impetus toconstructions of villages and towns. It is an important content of green villagesconstruction to build indicator system of green villages. The purport of this paperis to build effective indicator system of green villages in different major functionalregions of the cold regions, in order to provide important supports for theconstruction of green village in cold regions.Paper studies the existing indicator system for reference at home and abroad?Firstly, it summarizes theoretical research results and practical experience in theaspects of indicator system and green villages at home and abroad, analyzed theadvantages and disadvantages. It studies the connotation of green villages and thedifferences with other types of villages. It outlines the content, effect andconstruction path of the indicator system, and the influence of the division of mainfunctional regions for indicator system, to provide theoretical support forthe follow-up construction of indicator system. Secondly, it analyzes the wholecondition of the cold region villages and the external representation of theindication, By means of fielding investigation and questionnaire interview, it doessome researches on six villages of the three provinces in the northeast China,Summing up the basic construction present situation and the particularity of thevillages in cold regions. Then analyzing the similarities and differences betweenthe different major functional regions of villages and towns, suming up thecommon and different features of villages and towns. It summarizes the problemsof development of greenization involved in indicator system construction in coldregions, and analyzes deeply into greenization construction of villages andproblems of indicator system development and various factors of influencingevaluation indicator. Thirdly, on the basis of the research conclusions and theconstructing principles of indicator system, through the way gradually toward theprocedure of concept-framework-unit-data, by combining with the displayunit differences of different major functional regions otherness?to develop N+Xpattern indicator system with cold region characteristics. After choosing theindex system preliminary, using Delphi method to select index unit, though thevalue correlation method to determine the extension framework of the index system. Finally, through quantitative standards, analogy and quantitativecalculated prediction method to target assignment.Building and guiding the index system of cold region rural greeningconstruction, the content should not only pay attention to the developmentand change of the economy, but also take resources environment and socialdevelopment index which closely related to the village greening development as abinding and controlling index, and should meet the requirements of the humanitiescustoms, regional development as a leading index into the structure of indexsystem, comprehensively promote the development of green village. Paperaccording to the characteristics of different major functional regions, finallyforms indicator system of green villages with cold region characteristic, and putsforward the operational mechanism and implement management strategy of theindicator system, to ensure that the advancement of index system and to guide forthe construction of villages and towns, and to make a contribution to the actualconstruction of the green villages in cold regions.
