Research On Sanitation System Planning Strategy Of Green Villages In Cold Region

“Beautiful countryside” construction is the way of balancing urban and villages development, realizing the integration of urban and villages areas, is the key project of construction of new socialist countryside in China too; During the “Twelfth Five Year Plan”, China make the “Green development” as an important guiding ideology to villages planning. Building of villages sanitation system is not only an important part of the new villages construction, but also the basic way of village green construction, but due to the long time urban-villages dual structure, resulting in the construction of villages sanitation system is lagging, and villages sanitation system planning and scale has been the blind establishment of villages setting planning, its facilities is not systematic. The study is based on the Twelfth Five Year Plan of national science and technology plan project of villages areas “Green villages system and key techniques in cold region”(2013BAJ12B01). Therefore, building sanitation system is an important part of the green village construction.Currently, the construction of sanitation system in cold region is still relatively backward to other areas in China, the level of sanitation management services is lower. Thus, cold region green villages sanitation system configuration planning has very important significance to study. The study of cold region villages sanitation system is based on the definition of sanitation system in “Chinese urban and villages environmental sanitation system construction,” village sanitation system will be divided into sweeping and cleaning, collecting transport, treatment and disposal, utilization and sanitation management of five subsystems, and its green connotation that is effective governance villages production, domestic waste, creating clean for the villagers, collectively beautiful living and working environment were related to life activities such as the production of waste.Firstly, The sanitation system at home and abroad has been established as a reference, carding summarized results of theoretical studies and practical domestic and international experience in the green villages and sanitation systems and the like. Secondly, the direction of the village green development of the sanitation system, the relevant norms and village sanitation systems are summarized. Third, the production and living conditions for the overall characteristics of cold region villages do research, field surveys and questionnaires through interviews of 10 villages in eastern Inner Mongolia, northeastern provinces and regions analyzed, summarized the cold region village infrastructure status and specificity, and villages life, the production of basic characteristics of the waste found in cold regions village green development problems of the sanitation system. Fourth, the research summarized the main factors affecting the construction of sanitation system each subsystem, the “level of building” index system built, complete the construction of the index system of primaries, and the use of principal component analysis, to achieve the cold region village sanitation system screening high degree of influence in green indicators. Finally, based on the statistical results of PCA to construct a village green in cold comprehensive index system development, through the relevant countermeasures discussed sanitation system layout and size of the facility, as well as integrated management of green development strategies to achieve green development of villages in cold region.
