In this paper, a personal Geodatabase is designed and created with dynamic segmentation technology based on analytic hierarchy processing and probability with the levee's actual situation of the HanJiang River downstream and an levee safety evaluation system combined analytic hierarchy processing, C# programming language, access databases, Arc GIS, ArcCatalog is also build based on Geodatabase's storing and querying data function. The main contents of the text are as followings.(1)The analysis hierarchy of levee safety assessment is established by Analyzing the categories of levee, the basic form of levee failure, the reason why the risk failure occurred and the dangero us condition for the failure existence during the levee's operation.(2)The attribute table of levee's safety assessment database is designed by analyzing of the application of AHP and probability in levee's safety assessment and summarizing the parameter in two levee's safety assessment methods of AHP and probability and the information that are needed to know.(3)This paper expounds that the construction of levee's safety database plays an important role in levee's safety evaluation and summarized the principle and advantage of the dynamic segmentation technique by analyzing the difficulty that the levee's safety database needed to solve in construction.(4)Based on the downstream of Hanjiang river levee project as the research target, the spatial linear elements are transformed into the path of levee elements and spatial reference frame is established by using the dynamic segmentation technology. An individual geographical database which can store information quickly and query attribute information accurately was built through the association between attribute form and linear elements.(5)On the accomplishment of the construction of the river levee engineering database in the HanJiang river downstream and on the basement of the analysis hierarchy system and analytic hierarchy process(AHP),the software which accord to the actual situation and whose the quantitative evaluation index weight and the standard of index quantitative are adjustable is accomplished to realize the safety of the levee performance.
