With the development of China economy, the requirement from basic engineering provide opportunities to the survey and design industry. While opportunities and challenges always coexist, accompanying by the fierce competition in the market, the design company should not only improve design quality, reduce costs, but also it should shorten the design cycle to ensure the progress of the project. However, there are some problems in the project management of JZ Design Institute, which often appeared the delay of the project and seriously affect the development of JZ Design Institute. Main reason is that the project schedule management is improper except for the organization structure and personnel allocation. In order to solve this problem, this thesis uses network chart, earned value analysis and other project management methods, from the project design, progress and guarantee measures to study several aspects.Based on the status quo and development trend of China investigation design industry, we put forward the research ideas. After the detailed analysis of the project schedule management theory and methods, the current situation of project management in JZ Design Institute are analyzed. We summarizes the current project design process, problems and reasons existing in the project management; then takes the chemical control center design project of A company in JZ Design Institute as an example of the project schedule optimization. PERT method was used to optimize the activity and time limit by adding buffer. Finally safeguard measures of project schedule optimization were given:the project management requires cooperation between departments and professional, and professional communication suggestions are put forward to solve; the project schedule management tools and methods should be applied in the specific implementation of schedule management to ensure card schedule management process control and execution. Progress management plan was taken as standard to promote the progress of the project management, and relative tools were used to ensure the implementation of the plan. Finally rewards and punishments assessment of design staff should be completed. The network plan and the earned value method were used in the practical application to study and solve the problem of delayed in JZ design project schedule, which could provide reference for other project managers and business.
