There are a variety of potentially risk factors in construction projects, especially soft subgrade. Successful soft roadbed construction projects or not, depending on the recognition of our construction projects in the whole process of the various risks involved in the evaluation and the evaluation results based on the possibility of taking the right measures to deal with, namely its risk management. Therefore, how to evaluate and measure the size of the risk, determine the risk acceptance criteria, and unacceptable risk for further analysis, develop control measures to minimize the risk or control in an acceptable range, is an urgent problem to be solved. Geological conditions soft subgrade complex, diverse causes of disasters, prevention is difficult, with the rapid development of modern highways embankment in raising standards. Its investment in the construction of large,long period, subject to complex natural conditions, construction and operation full of risks, how in the design and construction phase, identification, assessment and control may exist in engineering design has become an important issue,and domestic current research work for soft subgrade risk assessment is not sufficient.Based on this, this paper introduces the project risk management on the basis of relevant theories, first analyzes the engineering properties of soft soil subgrade and processing mode, and identify the risk factors of soft soil roadbed engineering, the weight of risk factors and put forward the processing method,comprehensive evaluation method and sensitivity analysis method, the most, this is in Tianjin Haibin avenue, for example, in accordance with the "risk factors weight calculation, soft soil subgrade comprehensive risk evaluation, sensitivity analysis, soft soil subgrade put forward risk management measures", the empirical analysis of soft soil roadbed project risk management, soft soil subgrade engineering risk management measures are put forward. In this paper, the research results show that the first of all, the soft soil subgrade engineering risk including natural environment, technology and materials to use three types of risk, the three aspects of risk contains basically all the risk factors of soft soil subgrade engineering. Secondly, using the method of analytic hierarchy process and expert evaluation method to evaluate the identified risk factors, one may be the subjective expert evaluation results are objective analysis of the hierarchical, effectively reduced the subjective factors in the expert evaluation method to judge the results, the influence of relatively objective evaluation data are obtained. Again, the sensitivity of the soft soil subgrade engineering risk analysis to slope stability coefficient and the coefficient of soil water as a measure of the risk factors for the most sensitive to calculate change. Finally, the empirical analysis shows that, to determine the weighing values of "risk factors comprehensive evaluation to measure, sensitivity analysis, risk management measures proposed" the soft soil roadbed risk management idea has certain scientific and applicability.
