The changing of people's daily traffic tools marks the progress and development of the science and technology. As one of the indispensable basic transport in daily life of contemporary people, the number of vehicles has increased dramatically. Especially in recent years, the static traffic in most cities is becoming worse and worse with the increase in private cars. Parking lot is a critical infrastructure in intelligent transportation system, and its management efficiency directly impact on resolution of urban static traffic problems. As it is known to all that the current parking management generally exists the following phenomena, such as low degree of intelligence, lagging behind of management level, low efficiency of operation and so on. To solve these problems, the localization and the parking guidance in the intelligent parking management are researched in this paper. And with the combination of RFID technology and GIS technology an intelligent parking management system software is designed. The main research contents and results are as follows.Firstly, according to functional requirements analysis, the various functional modules of the parking management system are designed. At the same time, the relevant supporting technology and basic knowledge are introduced, such as RFID technology, electronic license, related definitions of graph and so on.Secondly, the principle and application of RFID positioning technology are studied. For the vehicle localization problem in the parking, an improved RFID-based wireless localization algorithm has been put forward. The simulation results show that the improved algorithm improves the localization accuracy of the vehicle, which provides condition of the following research of the guidance function.Thirdly, according to the method of multi-attribute decision making, the optimal berth selection model is established. In the model, through the improvement of weights determining, the quality of guida nce is increased. And the search efficiency is improved with the use of the improved shortest path algorithm. The model not only makes the parking condition better, but also improves the operating efficiency of the parking lot greatly.Finally, an intelligent parking management system based on RFID and GIS is developed with VS2010. The electronic map of the parking lot is drew with ArcMap. The system realizes the visual management of the geographical information and the attribute information, and improves the parking management efficiency effectively.
