As social and economic development, the income level of Chinese residents continue to improve, but the gap is gradually increased, a part of low-income groups begin to face housing problems. Further, since the shantytowns, low-rent housing, affordable housing and other affordable housing projects narrow coverage, and some cities real estate prices rose too fast and other reasons, lead to new employment workers, represented by low-income groups are also facing housing problems, therefore, since 2010, the state began to vigorously promote the construction of public rental housing to solve the housing problems of housing groups. December 2,2013 the National Development and Reform Commission, Ministry of Housing and Urban Construction, Ministry of Finance have jointly issued "on public rental housing and low-rent housing merger operation," which will be incorporated into the existing low-rent housing, public rental housing, and yearly increase in public rental housing construction investment. Meanwhile, in the process of building public rental housing is also facing many problems, for example, construction funding gap problem, the project site problems, problems with rent standard is unclear, construction quality problems, the problem of weak operational management, etc., are to be solved. Therefore, public rental housing to control the whole life cycle of research and analysis, the first to provide decision-making basis for the government, public rental housing to solve the problems in the construction process; Secondly, a number of other public construction project cost control work has a certain reference.In this paper, public rental housing positioned as a starting point, the use of cost control theory, the first public rental housing concept and characteristics are described, analyzed its cost structure, set forth the basis of public rental housing and the focus on cost control. Then the public rental housing project life cycle phases were divided on the various stages of cost control were analyzed, and the various stages of public rental housing project cost control and measures to do a specific presentation. Finally, Zhaoqing City, Guangdong Province, public rental housing project, "Hui Xing UN a" project as a case study, the first of the project cost estimates, and then analyzed for the various stages of the project cost control, to verify the feasibility of the theory of this study.Through the research, the main conclusions of this article include:project investment decision-making phase, by estimating method is reasonable and scientific public rental housing project life cycle cost estimate is an important basis for the latter part of cost control; the planning and design stage, although less input costs, but the latter part of the cost of the entire project, but the greatest impact; project bidding phase, through appropriate evaluation methods, select the best construction units, construction phase of the project can ensure project quality and cost effective control; construction phase deviation dynamic cost analysis, can project in the construction process, the cost of expenditure is manageable; lease management stage, the development of standards and the growth mechanism to reduce government construction projects invested by reasonable rent. Combining all stages of the construction of public rental housing and job content cost control, and cost control theory and dynamic control on ex ante control principles derived cost of public rental housing project control focus should be placed on investment decisions and planning and design stage.
