When widespread power outages takes place, black start plans of power system can effectively assist operator to manipulate black areas and speed up to restore power. However, black start process involved in a series of complex process of transient state and steady state of power system. And the formulation process of plans of black starts involved in the automatically generation of path, comprehensive technical check and assessment of project. So it is a widely concerned topic of how to obtain the best scheme of black start quickly and efficiently. Online Black Start Auxiliary Decision System can make a black start scheme based on real-time grid changes quickly. So issues above is studied in this paper and some results are achieved.The main content of the paper is as following:1. This paper proposes an improved model in DEA/AHP for the evaluation of black start. The best and the worst programs are inserted into the model as program to be evaluated, which can avoid the situation that the judgment matrix all be 1 when different programs are compared. The best and worst index can also guarantee the normal use of the model of AHP. This method not only can guarantee the independence of the scheme can achieve full sort again, avoid the process of calculating the weight at the same time, to enhance the objectivity. Aiming at multiple attribute in electric power system black start scheme evaluation, the characteristics of the subjective and objective weights are difficult to determine. The method is simple in calculation and reliable results, tianjin power grid black start scheme evaluation results prove the effectiveness of this method.2. The team have completed a design of software for assistant decision making of the large grid from analysising comprehensively the demand of on-line power grid black-start scheme generation technology, the Key equipment models, system restore partition, the methods of searching paths, the overvoltage, the stability of voltage and frequency and the methods of evaluation. This software have combined with existing research results and architecture of smart grid dispatching technology support system. Central China power grid 500 kv black start simulation results have proved the effectiveness and practicability of this support system software. As black start is the last defence line to ensure security and stability of large grids,research achievements got in this project is of great significance for developing emergency support capabilities and crisis management capabilities of the State Grid.
